12 ARMi AND NAVY NEWS. [From The Tribune Bureau. ] Washington. March 1» 810 BATTLEPHIP REPAIRS— The estimate ot the ooet of work on the battleship Massachusetts at the New-York Navy Yard reaches nearly the sum of *L«0.000. It le expected that two years wIU be required to Install the Improvements and make the alterations recommended by the board of survey, which has examined the vessel carefully at th« yard and reported In full the needs of the ■hip In the plan of modernUlng the equipment battery, boilers, engines, etc. Much Interest has attached to this project of the Massachusetts, es pecially as It goes to Brooklyn at a time when the work of the yard is well nigh exhausted and there Is no means of retaining the force of expert workmen who have for some years been eng»*ed in the construction of the Connecticut. The work on the Massachusetts will be similar to that au thored on board the Indiana, and something in the W of time and labor, of course, will be saved :*in«T the plans and patterns covering the work on the latter ship. Secretary- Bonaparte maj • Umt the Item be Incorporated in tne regu lar appropriation bilL NAVT PATMASTETR GENERAI* - There are algss of activity among the tucmbera of tbe naval pay corp« who possess sufficient rank to entitle tnem to retard themselves aa candidates for the place cf paymaster general. The preeent Incum bent. Rear Admiral H. T. B. Harrlt. It on the retired list, and may ask to be detached from this actl»« duty at any time. It la probably In anticipa tion of some such action on his part that other officers of his corps are now found filing- their apnlleatlone ror the place and taring their friends see the Secretary of the Navy In their behalf. With all the evidence of this campaigning, there 1« noth ing* to Indicate who will get the offlce when It Is vacated. There will probably be a hot tight as there was a year or more ago, when R«ar Admiral Harrl* retired, and when the candidates were bo numerous and active that the President asked Ad miral Harris to remain over until he couli get around to the selection of ht» successor. It Is likely that t! ere will be no appointment to the I'lace until autumn, in any event, and It Is possible that Rear Admiral Harris will complete his four year term, which does not expire until late In ISO 7. KTRKMAN CAPE AGAIN. — Tbe friends of Lleu t«itr.t Hurh Klrkman. cf the army, are maklnjr an «fTf«rt to hare that officer aaved from going to The penitentiary. He was recently tried by a oourt mart Ul for misconduct and irregularities, and the aentcne* Involved not only dismissal from the ser vice, but a term In the penitentiary, where. Kirk man ha* a brother under court martial sentence. It If barfly r>o»sib!# that the pentenee will be mltl ted so as to relieve Kirkman of that part of th» sentence which would make him a prisoner, but It 1* believed the authorities will make r.o »uch recom mendation In his behalf. Kirkman \f a Texan, born In K7L and served In the volunteers and In the Philippine scouts before he entered the army. He has bad a more or leas axcltlng career, along 'with his brother, George W. Kirkman. NAVT TARDS NEED PTEU— The Nary De partment la In receipt of an estimate from the commandant of the navy yard at Brooklyn for J7,f100 tons of coal likely to be required during- the next fiscal year. This estimate ip the first to be received for fuel for the new centraj power plant. ■ condition which require* that the coal shall be purchased cut of the fund for the maintenance of nevy yards and stations. Tht estimate has caused something like consternation In the Navy Depart ment, for the reason that It will be necessary to amend the estimates for coal, to say nothing- of numerous other Hems Intended for the navy yards and stations next year, after July L In the case of the coal for the New-Tork yard the co?t can not be much less than tlll.00» and possibly the sum will br considerably more tfcan that. In view of the refusal of Congress t«, appropriate for the urgent -i^f.Hencleß. Including: coal for the navy yards. It Is believed it will be necessnry to send In n the House Naval Committee a new set of esti r-a'eF as it 1p already apparent that the Item of tBO.MO recommended by the Navy Department as sufficient to maintain the navy yard at Brook tn and ether placea. wiil be altogether Inade quate, ar.d that fullr 1150.000 should be added to the total, and perhaps the extra amount will be twice that sum.
