Shorts Rush to Cover in Steel Com
mon—Bank Statement Figures.
In the two houra of business on tlie Stock
Exchange trading was active on an advancing
movement of values in the greater Dart of th
time, early tosses throughout the active iimt be
in S resovered fore the clow of the first hour
Weakness In the initial dealings was due chlefli
to a heavy Belling movement in United States
Steel c.mmon. which was under pressure from
traders who evidently believed an attack upoa
this issue would be followed by active selling
In all parts of the list. The character of sup
port in" Steel common and the large purchases
In Reading and Union Pacific Imparted, how
ever an element of strength to the speculation
that attracted covering bj the Bhorts In all
the lea.linp shares, including the copper and
smehing stocks, buyinc of which was influ
enced to a ertain extent by the bullish opinion
of a well known copper trade authority re
garding the futuro of the copper and smelting
industry. The short Interest appeared surprised
at the ease with which prices advanced, and
in the last hour It made haste to get out of
its contracts, especially in Steel common, which
crossed 50, against a low quotation at the open
ing of 4i». The Bnal operations showed orderly
strength, and suggested that the buying on
Friday's decline came from good sources. Bank
statement figures, both in the actual and aver
age statements, reflected in a large expansion
In loans the week's Increased activity on the
Stock Exchange, average loans rising $10,920.
100. and actual loans as of Friday night |9.655.
4<«i. [| the average statement cash decreased
$151v400, while In the exhibit of actual con
ditions there was a loss in this item of more
than $5,000,000, with a falling off in reserve
<if $6,060,625. against an -average dcclii of
$2,793,850. Reserve above legal requirements
now stands at $13,955,825. compared with $40,
♦sO(t,3<Ht a year ago and $19,441,225 In 1907.
State banks and trust companies not reporting
to the Clearlnf House showed an Increase in
loans of more than $5,000,000, a small increase
In cash, a gain in deposits of more than $19,
000.000 and an increase in reserve of $082,300.
The volume of payments through clearing
houses shows noteworthy gains for the first
quarter of the year, for the month of March
and for the week ended Friday. In the la?t
week ctoartngs at all cities presented a gain
of more than 30 per cent a.s compared with the
corresponding period a year »k>- while for the
month of March there was an Increase of 29
per cent over March, 1966, with the heaviest
Improvement at the Western and Centra.l West
ern citirs. where general business activity Is
greater than it is In the East. N>v; York bank
exchanges in the week just closed, showing a
pain of more than 49 per cent, were helped
l>y the expansion in speculative transactions In
Wall Street, but the exhibit, nevertheless, was
j extremely encouraging from the business point
i of view, while the sam<* thing may lx- said
of the returns at all cities, which, though pre
penting smaller results than in the prosperous
periods of 3900. Indicate that th*» time of acute
depression in our industries has passed and
that an era of recuperation and progress has
developed. In addition to the evidence of
better business times in this country, aj» fur
nished by bank clearings, further reason for en
couragement may be found in railroad earning*
and in building operations. Gross earnings in
all parts of the country are picking up rapidly,
and the outlook is promising enough to induce
heavier expenditures by the railroads upon
their properties and preparations for additional
capital financing in the course of the year. The
uncertainty over steel trade conditions restricts
the demand from the railroads for new equip
ment and rails, but it will not be long before
improvement will be reported in this quarter.
While the railroads are holding 1 off in the hope
of securing a better price for ruilt-', the steel
companies show no disposition to reduce quota
tions, notwithstanding the price-cutting oil
other steel products, and it Is quite probable that
the transportation companies will be compelled
to place their orders on the old basis of $28
a ton. The demand for structural steel shows
some improvement, t-ut in most departments of
the trade buyers show no anxiety to buy, hop
ing, no doubt, for still lower price levels.
The steel companies are making no profits
on the current basic. and the independents are
In a far from enviable position. The United
States Ste.-i Corporation is working at between
5S and 02 per cent of its capacity, according
to trade estimates, but at prevailing prices it
is not earning the dividend on either the com
mon or preferred stock. It Is *iot thought likely
that the directors •>'. the concern will pass the
next dividend on the common, but it is consid
ered likely that at the August meeting such ac
tion will be taken, unless there should be in the
mean time a marked revival in th« iron and
steel Industry, with prices at a better level.

OUTSIDE SECURITIES.
Speculation in the market for outside securities
was light and price movements were somewhat Ir
regular and confined to small fractions. There sma
no feature worthy of mention In the short session.
Only a slight Inquiry was shown In bonds, which
in some Instances eased ofr. In the industrials
Standard Oil opened down 4 points, later recover
ing part. Other issues were almost unchanged.
