FINANCIAL MARKET Further Liquidation Marks the Course of Stock Trading. Stock market prices went to new low records for the year in yesterday's early transactions on a volume of business that amounted to 1.539.277 shares. Liquidation of accounts representing ex hausted margins, actual liquidation of investment holdings by people who either were compelled to secure cash, though at a sacrifice, or else were fright ened by the gloomy atmosphere of all Street 'into the belief that the railroads of the country are going into bankrupt , v and professional bear pressure inten sified by heavy selling by foreign houses were the factors responsible for maxi mum declines that ran from 2 to b points among the prominent Issues. Sell ing by London encouraged the idea that foreign interests were alarmed over the position of affairs in this country, and naturally suggested to the speculative mind the theory that our railroads would be unable to secure further credit abroad. A large volume of the business was made up of forced sales/ Many people ': were compelled to sell, no matter what their Ideas may have been regarding the intrinsic value of American Investment securities for the good reason that the decline in prices in recent days practi cally had wiped out their margins, while they had no additional credit to place against their commitments. There have been many similar movements on the Stock Exchange, and there will be many more in the future. At the low points the shorts were active buyers, and In the early afternoon ad vances from the maximum decline ran from 2 to 4 point*, with closing prices at net losses of from fractions to as much as 3 points among the active issues. The general character of the trading in the last two hours of business appeared to indicate that liquidation had run its course for the present, but predictions were not lacking that on all rallies fur ther liquidation would occur. It would seem, however, .that based on technical market conditions the rally that devel oped after the severe break in yester day's operations would run materially further. Stocks are in stronger hands to-day than at any time in the lost twelve months. Sterling exchange was weak yesterday, despite the fact that under normal conditions higher rates would develop as ■ consequence of a demand for remittance Incident to in terest payments due abroad in July, and the absence of such a demand was thought to represent an accumulation of credits here for London account for stock market purposes. The local banks are losing substantial amounts or: their operations with the Sub-Treasury, and the chances are that the week's interior currency movement will be against this centre on net re sults. As a consequence of heavy re ceipts from customs and from the cor poration tax. the federal Treasury came through June with an excess of receipts over expenditures of more than $5,000, 000 on ordinary account, while for the fiscal year the deficit amounts to only a little more than $5,000,000. compared with a deiicit of more than (84,000,000 in the preceding year, with the deficit on all accounts i?40,r»7G.100. against $123, 847,839 In 1009. In the year upward of £40.00 ,OOowaa paid from the Treasury's gem al fund for Panama Canal con struction, but this amount will be re turned when the Secretary of the Treas ury sells Panama bonds, which he can do to the extent of $290,5(59.000, this Bum representing the unissued balance of an authorised issue of $375,200,980. The total amount of money spent on the Panama Canal since work on the project started is (304.W4.708, of which $116. 785,114 has been paid from the genera] fond. Material Improvement has taken place in the governmei : i cash working balance in the last month, and from NEW-YORK DAILY TRIBUNE. FRIDAY. JULY 1. 1910. present indications there will be no fed eral financing until the autumn, when the Secretary doubtless will come into the market for money. Preparations for the July interest and dividend payments have been made without affecting money rates, but the financing of these operations, together with the liquidation that has been going on in stocks, may cause some curious and conflicting exhibits in to-morrow's Clearing House statement of bank con ditions. The Bank of England made no change in its minimum rate of discount yesterday, though it showed a heavy drop in the proportion of reserve to lia bility, owing to half year financing and borrowing by the joint stock banks for window dressing purposes.
