It was expo-tod that Mayor Gaynor would
be present, but he was compelled to aban
don the plan, and he sent bis preetlngs and
pood wishes through Mr. Mitchel. Bor
ough President McAneny acted si chair
man, and introduced Mr. Mitchel as the
official representative of the Mayor.

Borough President McAneny devoted
more time to the explanation of the pur
poses" of th«» exhibit.
"We want you to participate with us in
making the next budget." he said. "If
you see anything: wi»ng report it to the
officials of that department. It is your
duty."
Controller PrenderKast spoke in advo
cacy of retrenchment, and particularly on
the aim of the Board of Estimate to keep
the budget tor I*ll well within the sum
allowed for 1910.
After the addresses the crowd turned to
an inspection of the exhibits, and during
the whole afternoon, tii.re was a steady
stream of visitors. The attraction of fire
enpines and fire fighting apparatus drew
hundreds to the basement of th J building.
Nenr l>y are the exhibits of the Police and
Street Cleaning departments, which also
make a fine showing. An exhibit of fraud
ulent weights and measure* recently seized
was one of the star attractions.

an address at noon to-day. Dr. Ernest J.
J/fKierle, the Health Commissioner, will fol
