houses which for more than a decade
were sltuated ln lower Broadway wero
unable about flve years ago to flnd larger

borhood. Speculative builders hastened
to meet the demand by the creatlon of
what ls now known as the rr.odern *,clty
of lofts." north of 14th street and south
of 42d street. and their elTorts in this re
spect resulted ln the qulck departure of
hundreds of old established houses from
downtown to midtown and the formatlon
of new trade centres in varlous central
sectlons.
Downtown landlords affected by thla
northward drlft did not take steps to stop
further departure from their dlstrlct until
last year, when an organlzation wlth that
end ln view waa formed. It is expected
that 1918 will be the last year when lower
Broadway, from Worth Btreet to 14th
street, will glve'a poor account of Its
realty strength.
The Broadway-Seventh avenue subway
ls the factor whlch ls expected to remodel
thls old part of the town lnto a diatrict
Ol modern bulldlngs.
Mr. Purdy, president of the Tax Board,
discussed at length yeaterday the de
creases and lncreasea In varioua parts of
the clty. Hls flgures also showed that
eleven out of twenty-three Brooklyn dls
trlcta were asBessed at a lower mark than
laat year. Thls atate of affalrs ls not like?
ly to cause any surprlse in realty clrcleB,
as lt was proven conclustveJy last year
that many parts of Brooklyn were over
assessed. The view held by many experta
that the Brooklyn Helghts distrlct was be
comlng one of thejmost alluring to inves
tors and BpeculatorB was borne out by Mr.
Purdy's analyBea.

to offset the decline elsewhere and yleld
a little net galn. In Diatrict No. I,
whlch lles south of Worth street. there
was a conslderable Increase ln land
values and an increase for new bulldlngs
amountlng to nearly eight mllllons, the
net Increase being $14,517,000. In the Id,
Sd and 4th distrlcte, whlch cover all the
terrltory north of the lat Diatrict and
south of 14th street. from river to river.

It has been well known that values
have been declinlng ln the nelghborhood
of Broadwav and on tho lower East Hlde
The department has taken account of
the actual decline ln values and made
eubstantlal reductlons ln the assess
ments. The only other distrlct whlch
rphowa a net decrease on the Island of
Manhattan Ib Distrlct No. 13, which lies
east of Lenox avenue and south of the
Harlem River. The new buildlng there
has been very slight, and the net de?
crease for that distrlct was nearly $3,
000,000. The notable advances have
been In the terrltory lylng between 14th
atreet and 79th atreet and weat of Sec?
ond avenue In that terrltory there are
flve dlstricta and the increaae i* nearly
$76,000,000. A conslderable part of thls
increase is accounted for by the new
bulldlngs along Fourth avenue and Park
avenue. ._
The Increase ln the aasessed valuat:on
of ordlnary real estate ln The Bronx la
$20,562,000, whlle the Increase for new
bulldlngs le $20,444,000. It appears, there?
fore that there has been no materlal
change ln the aggregate aaaesaed value
of land. In aome parta of the borough
there have been reductlons and ln aome
partB ellgbt lncreaaea, but, taken as a
whole, the borough stands where lt whs.
The greatest amount of new buildlng
haa been ln Distrlct No. 8, in the nelgh?
borhood of the Southern Boulevard and
Westchester av,:nue.
In Brooklyn the net increaae ln the as
aeBsed value of ordlnary real eatate was
