MEW UNO DIGEST
Stock Market Irregular in Its
Movements?The Tariff and
the European Situation.
Following the course of the stock
market during the last week.1 nothing
Ig iialicateid but daily uncertainty. Ac?
tivity and stagnation have alternated,
and strength 3nd waskneas have
shared tn keeping traders and oheOTV
ers in a wavering position regarding
the outlook for better or for worse.
Generally it was SOOepted M ? fore?
gone conclusion that, with n f..v. :

in sight and renewed purcbsslni
Ani.-riean securities l>y foreigners, Out
market would give a QUlCk reel* OSS
and prices would soar for a time at
least. It was therefore dhtSPPOlntlBg
on Thursdity and Friday, when the
nsw's from the Balkans was so en?
couraging and when Lorni- n sraa S lib?

the New York stock mark
foreign ser.i'ment and SI Not
only did this market fail to respond,
but it repudiated foreign Influence by
selling Off. In an attempt to account
for its action the theory of a possible
money strain due to heavy Decembei
requirements was used as an sa
by market reviewers But it is flou
if tho money question bas had moro.
than ptirf-ni effect <.n the movement
of stock prices recently. The
money market has ranged between I1-..
sad 6 per oeat, whlen ecsle of pi
prevailed for most of the time during
the last month. Only ?during ?.ne \\??-k
WSg the range higher. There has been
a constant interior demand on New
York banks, due to commercial and
crop requirements, but there seems to
he no cause for apprehension regard?
ing a high flight of money rates I
v.?.re called and considerable* shilling
of loans was necessary this last week,
bul that is not unusual, as such action
lias been necessary for quite a period.
The plain interpretation seems to be
that for some reason the banks are not
encouragins a bull market, and the
pools and larger professional operators
are trading in and out in an andesvor
to make small profits rather than bring
on a vigorous bull market in an en?
deavor to get public patronage. While
little has been said of the effect of
politics on the present market, it may
be as well to consider that view as it
is now presented. Pres:dent-elecl Wil?
son has relieved all uncertainty In the
minds of the American people by coin?
ing out with a positive statement that
he will call an extra SSSBlon of Con?
gress in April to act on the tariff rj tee?
tion. He has made It plain that ih>
pledges of his party will be met, and in
consequence the country is lacing an
exact rather than a theoretical disturb?
ance, of trade conditions during next
year. It will require time to arrive at
an agreement in both houses OSTCofl
gress on a revision ol the tariff, and
the final preparation of a measure
which will be passed and signed by the
President. During this period ot tar.it
discussion the retail merchants of tins
country will hesitate about purchasing
goods, except on the hand to mouth
policy, on which the tariff is liable to
be reduced, until after the measure lias
become a law and the affected articles
have reflected the BOW order In s h
duction of prices. Manufacturons v?-ry
probably will fina* the volume or tio-.i
business curtailed, and the larger In?
dustries, which now in a measure aro
dependent on the tariff for their pres?
ent scale of prices, will feel the check
which must be given to this country s
progress for the time being. If ths
1'.-.'iiocrats act quickly and the new
order of affairs la put into execution
without tedious debate and d?d.iy, the
l.urm may be less serious, but only time
will tell that story. What th.- st.?. k
market may do in the mean time is a
guess, which also must await develop?
ments. As it is said that history re?
peats Itself, the action of the 6tock
market after the defeat of the Repub?
licans by the Democrats in 1868, when
James Buchanan, Democrat, was
elected Instead of John C. Fremont, tho
Kfepubll. an candidate, will afford some
interesting comparisons. In those days
the chief figure in stock markut move?
ments was Jacob Uttle, who really was
the first plunger in Wall Street. BpOCU?
lation was In a high slate of action
alter the election, and tho nation was
filled with a speculative fever, while
the country was supposed to be pros?
perous. The activity continued until on
December 5 of that year Jacob Little
failed, with commitments estimated at
$10,000,000 and actual losses? of $1,
OOO.OOO. The country continu.-d Its
speculative fever, however, and Wail
Street was soon In a recovered state
of speculative activity, which made
lapid progress on the bull side. On
August -\, l->.">7, the failure of the Ohio
Lite insurance and Trust Company,
which in its period was one of iiie
gigantic institutions of America,
brought a crisis in this country and
initiated the panic of 1<S"*7. The pro
perity which was generally thought t..
exist was found tu i... resting on ss
unstable basis. Horace Greeley, in Tin
Near-York Tribune, at that time, err?te:

THE COPPER_TRADE.
A review of the copper trade la given
In "Tlie Bache Review" of la**4 Saturday.
Its Importance Is shown In the follow
ir.K :
"Copper has come to be the next Im?
portant metal to gold on the Interna?
tional horizon a_ an Index. The war had
curtailed not the use of the metal, but the
buying of It on this side, European con?
sumers preferring to use up their domes?
tic stocks pending possible extended
troubles. And ho exports fell off and the
copper surplus here crept up last month.
"With the war embargo removed senti?
mentally, European buying of the metal
here will begin again; In fact, has airea*-*/
?lone so; and th* prosperous progress of
this industry will be renewed, absorbing
excess production. The speculative Influ?
ence of this operation If already affect?
ing the price <.f copper shares. Here is a
business that has no seed to digest extra
sessions, a? the tariff ?loe. not touch cop?
per, except as to copper plates, which are
taxed at _?_ MBta B pound; but If even
this were removed it would have no __?-******_
upon our manufacturers, as the foreign
makers are too busy at good prices ?-.ap?
plying their own trade to give the Blight
?st attention to our market, not figuiing
the other obstacle? of trade conditions I
different In BOT-PO which make Euro
ptMafl goods unsuitable in many Instances
to our own manufactur?is.
"The copper trade has been experlenc
? Ing a natural reaction after rh<- ln-.ivy
buying of the last f??w months This re?
action has ti.cn emphasized by the tension
abroad, where co?,sumcrs have held off j
fmm American purehaaea not only on ao ,
count of what results in traie war might
bring, but also beCBBBe of the flrnn?-ing
whl'h heavy copper purchases require, the
loaning market there being advatM to
new advances The European factor!?*,
however, have been running full on large
contracts already in hand, and has?*
rapidly using up their own supplies. They
Binat now provide for the last quarter of
th year, ana heavy Orden from abroad
may be exp<*< ter). The eoppar etMMUmp?
tl'.u throughout the world is r*_ert_MOa
with indications of long eontlBOaneo and
the copper tiade Is |f*__fl on the eve of

have advanod during the last several
days, and Indications are that they will
KO higher, because the call for them Is
active and BBOhOted. The narrow end of
t... market la quiet, there being little
doing In the way of actual business.
One of the discomforting things about
the situation is that mills which are In a
position to do a largo and profitable busi?
ness have not enough of h.-ip to man the.
loom* and therefore orders which could
be taken have Leen praaOad up because
of the lack of suhVietit help It Is a long
time slnco trading has been In such a
healthy condition and there Is every rea
non to believe that greater expansion wlil
be shown. A healthy element that Is
noticeable In the business passing is that
buyers are ex.rc'smg conservatism and
there .?.'??ms to be little in the wav of
speculation, and this of Itself adds much
to the strength of market conditions.
