Leaving the , track clear for an emergency "war tax-' bill, the House to-day ?d ,ited ? spe? cial rule giving privileged status to the administration's four conservation bill?. Committee, offered the special rule and unexpectedly moved to amend it by providing that the consideration of th? four bills named should n> interfere "with any bill affecting the revenues or the bonded debt of the I'nited States.' This was virtual notice to the House of ths programme of Democratic lead? ers to offer legislation in the near future to amend the tariff law? and provide mlditional revenue because of the falling off of customs duties, par? ticularly since the beginning of the F.urupean war. Democratic leaden are now reconciled to the fact that there must be emergency revenue legislation, although Mr. L'nderwood said again to | day that no definite plans had be??n evolved.
