Tho stewards announced that thc
Grand Circuit as a body advocates the
handicap system of racing for fast
trotters, records to include time, heat
I and win-race records. lt was recom
mended that each member of the Grand
' Circuit try out the handicap system
i for fast record horses and the majority
' of thc members pledged themselves to
do so. The present officials of thc
Grand Circuit were re-electcd.
On scoring violations the stewards
recommended the following to both
I rules committees:
To Punish I'nruly Drivers
"A rule to be made v.hereby a starter,
i by consent of the presiding judge, may
punish unruly drivers in scoring b^
i substituting a drivcr for that race or
? day, or fine or suspension from one to
seven days or by di :.'ualifying horse
and refunding entrance fees."
Regarding three in five heat racing
the stewards made the following rec
ommendations to the rules comniittee:
"In all races under the three in five
heat plan races shall end at the con
clusion of the fifth heat and purses be
divided according to summary. This
rulo to be optional with members who
race on the three in live heat plan."
