The market yesterday enjojed the
leadership of standard Issues, but inter
est whs fairly well illstrlbul'd. There
i a variety of bullish rumor In cir
culation, none of which was particularly

K.itlon against the I'tilleil States Steel
Corporation by trylmt to teacli a dis
solution agre.ment after the m.inner of
the communications between the 1-V.leral
Attorney-Uoneral and the New Haven
Railroad. It does not appear, by the
way, that anything offeied to the New
Haven In the shape of a liovermnent
compromise can give niiich satisf.ti'tion
to that company. Forcing the arlotis
lonnectlous and trolley and steamship
tomp.iules of the New Haven to sale In
such a market as exists now would bo
undoubtedly costly. At current prices,
for example, the New llavut's Invest
ment In the lloston and Mnltie has shrunk
from about lao.ono.OOii to about lo.KO",

the continuing Influence of familiar ad
verse considerations, but most of the ari;u
incuts were of a negative sort. The Stock
i:chauge will undoubtedly llicur an en
tirely unwarranted shale of odium for
the scandalous delay of the II. V Hood
rich Company In announcing the preferred
dividend six weeks after the declaration
had actually been made, hut It should be
evident to the whole country by this time
that the Stock Kxchange Is pursuing a
policy which will render future recur
rence of a good many past exploits at the
expense of the exchange dllllcult to the
point of Impossibility.
There was nothing to show to what ex
tent the new upturn In stocks was elicit
ing the support of the following which It
must have lo istabllsli prlcts at higher
levels. All the symptoms were that trad
ing leninlned largely professional, a cir
cumstance which was Inferential ,vp..
daily from the quid: reaction In the last
hour It Is, however, a market whtch has
bioken out of the rut of stagnation and
twosldedness would bo more welcome than
mere Inertia. As for the Jump In the co.tl
loan accommodation to S per cent , follow
ing n slight rise la the lenewal rate to
"i'.j per cent. It Is n reasonable deduction
that banking positions do not conduce
to overenthuslastlo speculation which con
sumes credit. Nevertluless there Is such
a thing as the displacement of funds avail
able for stock market borrowing because
their possessors tequlre money for the
purchase of securities. Nor Is it manifest
that the bank situation is nt all uncom
fortable. If the banks were really strained
the short term note market would be
week under bank offerings made to ob
tain the wherewithal to accommodate their
customers. As a matter of fnct short
term notes are x-ery strong at rising
prices.
There was not much doing In the for
eign securities markets. London was n
moderate seller here, but European finance
exhibited no outward signs of uneasiness
over the French Cabinet crisis and the
Alsatian uproar in the Herman Helchstag
seemed to bo wholly outside the sphere
of financial influence. The Hank of 1'n'g
land reported n high reser-e ratio, but

rentes rallied a little presumably on ilov

financial district Is provided by the Im
plications of Washington sensitiveness to
the Increasod depression of general busi
ness and by the preparations to press the
enactment of currency legislation. hi
this respect a considerable degree of sig
nificance attaches lo the fact that hank
ing quarters, as though feeling the use
lessness of criticism, are not making op
position to the unwise features of the, cur
rency measure pending In the Senate.

Conditions In the steel Industry nr

furnaces last month nnd the preparations
which are being mado for further cur
tailment during the current month. Some
very low quotations are being made on
steel tints on the Pacific coast.
A large consignment of Helglan bars
will reach San Francisco early next year,
Steel bars are mild to bo selling In the
Chicago market below tha Pittsburg bano.
Mill operations are still around AO per
tent, of capacity on the average,
although some mills are operating at
about 40 per cent, of capacity.
The I .(.high alley has ordered 1,000
rnnl cars from the Standard Hteet Oar
Company and will build 40 cabooses In
Us own shops. Tile Western Maryland
has bought 20 locomotives from the Amer
ican Locomotive Company nnd fi from the,
Ilaldwin Locomotive Company. Th
Hiooklyii Tlapld Transit has ordered "
electrlo locomotives from tha (leneral
Klectrlc. Company.
The fron All" quotes hessemer and
open hoarth billets Ht 120 11 ton, a reduc
tion of HO cents. Forging billets are
quoted at 124, a reduction of J2 a ton
Open hearth billet are quoted off ,',n
cents a ton. Iron ham are quoted at
tl.lir, per 100 pounds, and tank plates
