SAVING REPLACES WASTE
Mr. McAneny sent tn William Hut-
lock, director of the Tiurcau of r:ty
Inquiry, a letter yestenlay denying that
the Hoard of Aldermen has nhused Its
power In permitting morn than l,n00,-
000 -worth of city contracts to be
nwardedwlthout competitive bidding, lie
told Mr. Hultock Hint the exemptions of
which complaint vvim made were "per
fectly proper, and In the Interest of eco
'In fact," Mr. McAneny wrote. "I
count as one of the elements In the
excellent record that has so favorably
Impressed tho people of the city the
careful and conscientious way In which
the power to which you refer has actu
ally been employed.
It Is the purpose of the Charter to
exempt from public letting all contracts
for work or supplies that In their nntut-j
cannot well be submitted to competition
or that have to do with some emergency
of time. Not one of the exemptions to
which you refer falls lo come under ons
of these two heads. Had you Investi
gated the facts before you gave out
your slurring statement you might
very readily have asitrtamcd that for
The total amount represented uy tnc
contracts exempted means nothing In
Itself; one year's total of $23,00u might
be the result of an entirely Improper
Aldermanlc action, while anotner year's
total of $1,000,000 might relicct the
most careful and prudent action. In
this case tho total during the past eigh
teen months to which you rcrvr hap
pens to be 1,130,000."
Mr. McAneny replied to the principal
Hullock charges item by Item, In somo
cases giving figures to indicate that In
each case the Aldermen had been In
strumental In saving money for the city.
Here Is a sample :
'You mention the exemption of lioo,-
000 appropriated to provide for the city's
exhibit for the I'anama-I'aclflc Impo
sition. A good deal of this work was
done In San Francisco and In kther
scattered places. To take the time for
the period of advertisement required by
law for all of the petty contracts that
made up the total would hive been
'.Not only that, but In making the un
usual purchases necersary In such a
project the city would certainly have
lost money In the end. This was a
rush Job. and It was only through the
itlreless efforts of the director In charge,
night and day, that the architect, the
builders and the dealers In the various
necessary materials were brought Into
such enthusiastic and successful co
operation. Their achievement, which has
won recognition from tho exposition
authorities In the form of many iirl7.es
and medals. Is in every way a credit
to New York."
Mr. McAneny wrote aUo:
"An Important thing to bear In mind
Is the fact that not merely a majority
vote, but a three-fourths vote of the
entire board Is required for the granting
of each exemption. This In Itself In
sures great care In the action taken. It
so happens that all of the exemptions
granted by the present board have ben
the result of practically unanimous con
sent, the majority and minority ngreelnir.
both In committee and on the lloor."
