WASHINGTON, Feb. 28. The Navy Department has information that the side-wheel steamer Acadia is lying a wreck, riddled by shot and shell from the United States steamer Virginia, six miles from Velasco, where (he ran ashore, after several attempts to get into that port. Saturday night last a party of rebels, numbering about loO, under command of Lieutenant Taylor Wood, of the rebel navy, and nephew of Je Davis, left the Zocomisoo river in sloops and small boats bound on a raid to Smith's Island, with a design of destroying the light boats. The gunboat Yankee and several others ot our boats were informed of their movements, and at once started in pursuit of them. In reference to an inquiry of the House of Representatives, the Bacretary of War has communicated a document from Gen eral Augur which shows that in July, 1864, numerous complaints were made by the Deputy Provoit Marshal that bounty brokers were kidnapping and running off colored men without paying them a cent. These complaints were submitted to the Secretary of War, who ordered that so oolcred men should go north without a a pass. Colored men can obtain passes to leave Wathington on thowiog that they are not enrolled in (ha district. Mr. Fernando Wood offered an amend ment having in view the withdrawal of National Bank Notes and the substitution Treasury Rotes, not legal tender. This wa rejected. . Mr. Wilson moved an amendment to make the interest 7 310 per cent, payable lawful money, and to strike out six per eoia interest. This was also rejected. The House refused to concur in Mr. Wilson's amendment or substitute for the first section, confining loans exclusively to coupon or registered -bonds. The original section was auopieo, wun amendments substituting the words " Treasury notes" the words "other obligations." In all other important respects it remains the same. Mr. Stevens' substitute for the bill was rejected. The bill as originally reported was passed with amendments, but not changing its main leatures as to amount ana interest. Special Report. NEW YORK, Feb. 28. FINANCIAL. The Stock market has regained confi dence sufficiently to sustain a moderate speculative movement. The fancy list continues excited, and just now the favorites', Canton, Comber- land Coal and Ohio and Mississippi Certi ficates are quite strong. ' Government stocks are steady but less active, the 7-30's supplying the outside de mand to the partial detriment o! the old stock. State bonds are exceedingly quiet. Bank stocks and first-class railroad mortgages firm. Mariposa was the feature the miscellaneous, strong on call but lower afterwards. A bull combination in the gold room this morning, by working gold cash, scares succeeded in advancing the price to 201 cent, but the improvement was after wards partially lost. Jiloney continues easy. PETROLEUM STOCKS. At the Petroleum Board stocks are very active. There was an advance on Oceanic, Umpire City and United States.
