The creation of an aviation section
in the police reserves of the New
York police department recently has
aroused much speculation concerning
the duties of the "fly cops," as they
are called, has been issued.
For one thing, the flying police
man will hover many thousands of
feet above his brother at Fifth ave
niue and Forty-second street in the
big town, "to head off the negligent
aviator who may stray front pro
hibited areas," since "an orange or
other small object dropped from an
airiplane through the roof of a lpowderO
mill is coinsidered by experts to be
sufficient to cause an explosion."
"With the development of aerial
activity," the relpor't continues, "traf
fic regulations to insure safety i)oti
for thote in the air and those below
will ailso have to be provided, and it
will be the duty of the flying police
mani to see that these regtulations
are enforced."

INNER lTUBES SHOULD
GET CREATER CAE
"The average motorist does not
realize the importance of the inner
tube," says IH. G. Palmer, manager
of the pneumatic tire department of
the Goodyear Tire and Rubber com
pany. The casing or tire is givpn the
greatest consideration, while the tube
is thought of as a nmore or less neces
sary accessory.
"As a result of this attitude, poor
service has often been obtained from
the best tire nmanufftetunrers. Thle use,
should be more concerned with the
tube's ability to hold air than with
its ability to pull a freight train, lift
heavy weights and other futile tests
of like nature.
"To build a cheap tube is com
paratively an easy matter. Such a
tube may have a nice appearance and
an apparent tensile strength, but at
the same time have a propensity for
leaking air by diffusion or lheinical
assimilation that renders it ineffi
cient and impractical as an air con
liner for the inside of a casing.
"it has been said that a tire is no
helette or than its tube. The cheap tube
that leaks air will show a grettly
decreased air pressure in the tire and
a lowering of the vitality of the cas
uing.
"it;:bber has pin holes whichl the
finest calandering in the world will
not eliminate, and which permit air
seepago by diffusion. Ruffer chemic
ally assinilates a certain amount of
air on one side and passes it off on
the other-particularly when under
pressure.
"The chief problem in tube mann
facture is not only to reduce the pos
sibilities for air seeipage, but also to
consit.lUct a tuhbe that will stretch and
fl'x easily with the constant distor
tion of the tire without an exces
sise amount of heat.
"If the tube is calandered or rolled
out 'at one time in one thickness-
the thickness of the finished tube
---invisible defects, 'pin holes' formn
and the result is poor service and
tire.
'''Pithe lminated process of tube
construction, however --building the
tube up of thin layers of unvulcan
ized rublber and then vulcanizing the
whole into one homogenous mass
'eltimniates the possibility of this leak
age, making a tubte scientifically cor
rect in every principle."
