That the sidewalks of the city are made loathsome by the free and careless spit ting of thoughtless persons is not to be doubted but Health Commlslsoner H;ul won't have it that Minneapolis "falls down" In this regard more than othor titles of her class. There is no ordinance in Minneapolis prohibiting spitting on the sidewalks, and there is in St. Paul and some other cities. Nevertheless, Dr. Hall insists that the evil is no more flagrant here than in those cities: that prohibit the practice. He de clares also that it is a mistake to try to combat the nuisance by ordinance. He say a: We have no ordinance in. St. Paul has an ordi nance of thl« sort, but 1 defy any one to show me wherein the conditions there are any bet ter than they are in Minneapolis. You will nnd just as many tobacco-chewing loafers using conspicuous corners for their operations there as her» in Minneapolis. Detroit once had such an ordinance, and the authorities there did their best to enforce it, but with no satisfactory results. Then the ordinance was repealed, and now frequent signs about the streets say, "Please do not spit on the side walk," and the results are just as good, or better, 1 am told, than when the ordinance was lv effect. Personally 1 do not believe In the efficacy of an ordinance to abate this nuisance. It Is only through education iv cleaner habits and through a growth of pub lic sentiment that -we can hope to bring about any improvement In conditions along this line. Spitting in street cars and other public conveyances, on the other hand, can be met successfully by ordinance. There has been a vast change for the better in the condition of our street cars since the health departments of the two cities began their crusade against this nuisance a few years ago. Public opinion is strongly behind the ordinance and it can b*) enfroced successfully. But I do not be *lieve Minneapolis has yet reached the point that makes it possible to prevent spitting on the sidewalks through the operation of law. RAILROAD RUMBLES WHEAT RECEIPTS BIG [<jul Proxnlitett to Establish a Great Record. Minneapolis receipts of wheat to date show that the 1901 recipts will exceed those of the best previous year. From Aug. 1 to date, Minneapolis has received 42,589,816 bushtls of wheat, as compared with 33,349,036 bushels last year, an in crease of 420,036 bushels, while as com pared with the best previous record of 38,000.000 bushels the gain is 4,589,316 bushels. If the present volume of receipts is maintained, the total lor the calendar year will amount to i) 0,000,000 bushels, compared with the best previous record of 87,000,000 bushels. Car lot receipts and shipments of grain, lumber and merchandise at Minneapolis for ten months of this year were 431,269, compared with 455,526 for twelve months In 1892, the year of the greatest previous industrial activity. NEW TRANSCONTINENTAL, Rock Uluiul to Connect With W. A. Clark'* Road. Denver, Dec. 2.—The Post says: Sena tor William A. Clark of Montana and Thomas F. Walsh of Colorado have, it is rumored, joined Issues in railroad con struction, and will build practically a new transcontinental railroad. The Chicago, Rock Island & Pacific is said to be in with Senator Clark and Mr. Walsh. The new transcontinental line would give Senator Clark an outlet for his Los Angeles & Salt Lake City road, which has been left without one through ab sorption of the Colorado mountain lines by George Gould. The Rock Island would get a new and short route to California. Mr. Walsh some time ago incorporated a railroad to be built from Ouray *ia (iunnison to Pueblo. If his alliance with Senator Clark is perfected he will build probably out to Liberal, Kan., where he will connect his road with the Rock Island. It is said that Senator Clark and Mr. Walsh will meet this week in Wash ington, and there complete the deal whereby they will become partners in railroad construction. THE CHICAGO SCHEDULE t umi Time Is Under Dlacuaalun Again To-day. General officers of the Minneapolis-Chi cago lines meet in Chicago to-day. The time governing trains between Minneapo lis and Chicago will be discussed and an effort made to arrive at a settlement. It is predicted that an amicable settlement is sure. The report Is current that .the Mil waukee will remodel its fast train sched ule within a week, adding to its service a new fast train, which will leave this city at 10:45 at night. It will set .the pace for fast trains and will carry com partment and standard sleeping cars, buf fet smoking cars and chair cars. XO "U. H." EXPRESS PACKAGES The Companies Follow the Lead of the Railroad*. ", Following the action of the railroad '- companies east of Chicago in abolishing the pass system, the express companies have made an announcement that, begin ning with Jan. 1, no franks for the trans portation of packages over their lines will be issued. This order will strike big shippers, who for years have enjoyed the frank privilege for personal ship ments. It will also shut off state and city officials. It is reported that a movement is well under way among western roads to abol ish the custom of giving influential ship pers free transportation. This has been in force since railroads were built. Each line gives away an immense amount of transportation annually in this manner. Winter Schedule in Vogue. Special to The Journal. Kargo, N. D., Dec. The annual winter schedule has been put in effect by the North ern Pacific at this point and. in addition to the changes in the time card and trains on the main line, the passenger service has been taken off the southwestern branch between here and Edgeley. D., Dec. 2.—lt is learned that the surveyors who have been running preliminary lines from McKenzie southeast have finally settled on a line taking In Wllliamsport. The party has moved its camp to Linton, and it is understood the work of a permanent survey will be prosecuted with speed. The people of Bradock are disturbed by the news, as the line when completed will: cut off trade which now comes from the re gion west and southwest. Illinois Central May Compete. Special to The Journal. lowa Falls, lowa, Dec. 2—There is a well founded report that the Illinois Central rail road will go after the big mail carrying con tract between Chicago and Omaha, and that preparations are being made to enter the con test for the best time between those two points, in which the North-Western, the Rock Island and Chicago, Burlington & Quincy roads will compete. This report is given color by the fact that along this division of ■:.":■•' i ■■■■•nmafumii the Central mail catchers are being placed and other preparations made. Several carloads of adulterated vinegar Whipped into Minnesota have been kept off the market by the state dairy and food de partment. More than 1,000 barrels were labeled "pure eider vinegar," while analysis showed that they contained no apple product at all.
