It will be thor oughly modern, equipped with a steam The Legislature CLIPS ITS POWERS Peachey Bill, Abridging Authority of Board of Control, Passed in Senate. Removes University, Normal Schools and Other Institutions Prom Board's Control. The senate passed the Peachey bill yes terday afternoon by a vote of 36 to 25. This is identical with the Morley bill In the house, and removes the university, ptormal schools, schools for the deaf and blind at Faribault and state school at Owatonna, from the financial supervision of the board of control. The combination which pushed the bill through was engineered by the friends of the normal schools and the institutions at Faribault and Owatonna. However, on the final passage of the bill the Hennepin delegation stood solidly for it, finding there was no show for the university alone. This was made apparent by the vote on an amendment offered by Senator Somerville, who led the fight on the bill. He wanted to bring out only the uni versity, but his amendment was beaten by a vote of 12 to 49. Another amend ment including the university and normal schools in the bill was still worse snowed under by a vote of 8 to 53. There was vigorous opposition from Senators Somerville, Schaller, Thompson, Dale and Thorpe. The only one wno argued that the university should remain under the board of control was Senator Sohaller. BOBLETER'S BONDSMEN A Bill to Reimburse Them Will Soon Ap - pear. T wo years ago the legislature appro priated $1,500 to reimburse Colonel Bob leter, former state treasurer, for the amount he had paid in settlement of the claims against him. Another bill to re Untturse the bondsmen for the $22,000 the$r paid the state was expected to follow but did not come at that session. It will . be, sprung on the present legislature in a ' few days. The bondsmen who paid the amount were Edward N. Saunders.Charles T. Miller as assignee of Robert A. Smith, Insolvent, and A. B. Sticvkney as assignee of [William Dawson, insolvent. 4A.:'' t-y M- TO ABOLISH THE GALLOWS {The House Committee Approves the Lewis , Electrocution BUI. The house committee on crimes and punishments reported favorably to-day on the bill by R. T. Lewis, substituting elec trocution for hanging as a mode of cap ital punishment. The bill provides for a private execution at the penitentiary, after isolation in a cell. The execution must take place before sunrise on one of the six days named by the governor, and no publication f the details is al lowed. Three other bills were recommended by this committee. One was the Randall bill requiring patrol wagons to be covered. The R. T. Lewis bill providing that per sons accused of Crime might give cash bonds was on the list, also the Rosenwald bill making it a felony for a person to defraud a partner in business. Car Sweeping Bill Approved. - The Perley bill prohibiting car sweep ing passed muster with the house com mittee on railroads yesterday afternoon, but the Deming bill requiring 38-foot ca booses on stock trains was killed. The Hennepin delegation will introduce into th_e house to-morrow a bill empower ing the Minneapolis city council to issue $100,000 bonds for improving the water supply. The bill was sent over to St. Paul to-day by the city attorney, and re quires the bonds to be paid within ten years out of the sinking fund. The delegation met at noon and decided to report for passage. The discussion de veloped considerable criticism of the meth ods in both the city council and the water works committee. Mr. Gillette explained that $215,000 had been spent on the North Side pumping station, as against the orig inal estimate of $100,000, and that the work was not yet completed. If it had been done by contract instead of day labor, he thought $100,000 would have paid the" bill. ' Lawrence H.
