St. Louis, Oct. .2Louis Beckman, a wealthy farmer, church trustee and prom inent citizen of Madison county, Illinois, Is dead from a fracture of the skull re ceived in a mysterious manner at his home. County officials and the dead man's family believe he was murdered, but by whom and why, they do not know. Also, they are ignorant as to the weapon used. A deep hole just over his right ear, round 'in shape, penetrating the skull and enter ing the brain, puzzles both the physicians and the officers. Mr. Beckman was found by his daughter Bertha, in the yard back of his home, dying. Knoxville, Tenn , Oct. 2.R. F. Gaut, one of Knoxville's prominent business men and a trustee of the University of Tennessee, caused a sensation yesterday when he entered a wide-open gambling house and with an axe began to smash the gambling devices. He began opera tions on a roulette table, called a "Ten nessee layout" to evade the law making the operation of roulette a felony. He had struck about three blows on the layout table when the handle of the axe broke. Ben Alexander and Churchwell Luttrell, the latter being the son of J. C. Luttrell, a prominent hardware merchant, heard the noise while in an anteroom and hurried out as Gaut fled down the stairs and hur ried to another gambling house in the heart of the city, conducted by Pat O'Bryan, which he was prevented, from entering. Gaut followed up his axe crusade by addressing a letter to the board of public works, Chief of Police Atkins and Rev. R. L Bachman in which he gave the loca tion of other gambling houses, and asked that they be closed. He also instituted civil and criminal prosecution against a number of gamblers. Paris, Oct. 2.Information received here thru official sources at St. Petersburg shows that the explanation given of Jap an's moving troops to Corea is calculated to remove suspicion concerning her inten tion. The number of troops moved Is esti mated at between 8,000 and 10,000. Japan explains that the movement is part of a plan of experimental mobilization for the purpose of showing her ability to mobilize a considerable force in connec tion with the friction between Japan and China but that it has no connection with differences between Japan and any other power. The Red Lake band of Indians may appoint an inspector of scalers with the approval and subject to the orders of the Indian agent, to be paid wholly from tbe proceeds of sale of timber at not more than $100 per month. The contractor will provide suitable accommo dation for all employes and board same while employed on this work. All timber shall be cut with a saw when practicable. In cutting, no tree shall be cut higher than eighteen Inches from the ground when standing. All merchantable pine existing in each and every log above the diameter limit of six inches at the small end shall be utilized. Any such timber left, purposely or otherwise, shall be scaled double and charged to the purchaser and the regular stumpage rate paid for the timber. Merchantable pine timber used for booms skids, building camps, dams, bridges or for any other purpose shall be scaled and charged to the purchaser at the regular stumpage rate paid for the timber. In cutting timber for booms, all trees shall be carefully measured before cutting and the length of the boom shall be graduated to such lengths as will allow the timber In the tops of the trees, which is too small for booms, to be cut Into merchantable log lengths. All trees shall be measuied before cutting into logs, and the length of the logs so varied in even two-foot lengths that all merchantable timber in the tree shall be utilized to the prescribed top diameter limit of six Inches or as near thereto as possible, 16-foot logs being con sidered the maximum length. AH longer logs will be scaled on this basis. Pine bcom timber shall be scaled at each 16- foot point to obviate loss of scale on account of taper. All merchantable timber, fallen or dead within the blown down area will be cut. Including trees broken off higher than fifteen feet from the ground. No standing green or live timber shall be cut except for necessary road-ways and landings the usual width and size. Preference must be given Indians fn hiring men to handle this timber in positions they are capable of filling, and the same rate of wages allowed them as white men for the same workT White men may be employed when competent Indians are nto available to do the work. All expenses attending the sale and disposition of this timber, including advertising not specified as payable by the contractor, shall be paid out of the proceeds of the timber. The balance re maining to be credited to the Red Lake band of Chlppewas only, and to be disposed of as the Indian department may direct. These rules and regulations shall bo made part of any contract awarded for the sale of the timber named in tbe advertisement.
