Special to The Journal. Duluth, Minn., Dec. 5.The winter schedule of the United States Steel qorporation, so far as its western In terests lie, is fully in force. A study of this policy indicates much as "to the probable future course of the giant company. Every ship of the Pittsburg Steam ship fleet, belonging to the corpora tion, is laid up for winter. The num ber of these vessels is 113, of which 41 are barges and 72 steamships. Among these ve'ssels are the largest and most powerful of all lake craft. The boats that formerly belonged to the American Steel & Wire company are the largest of all the vessels and those that entered'the Pittsburg fleet from the Rockefeller line are most powerful. Some of these latter were designed for pulling loads of 20,000 gross tons, aside from what they might carry in their own hulls. No great amount of repair work will be done on any of these Ships this winter and the maintenance" account for the sea son will be a small matter. Salaries of 2.700 men ceased when' .the ships went into winter quarters./ ', .'. .'"- "'Its Roads. '/ '/ ' ,.\ The Steel corporation's two Minne sota railroads closed their' ore busi ness early. During the season they moved to this port .10,435,000 gross tons of ore, for which they received in freights $8,750,000. During the winter they will haul to this city and between points on their lines not less than 300,000,000 fee.t of pine logs, for which they will receive from $1 to $2.50 per 1,000 feet. This, with their heavy passenger business, will give a large net return. They have cut their force far under half the summer schedule and will make but few betterments and improvements during the winter. Mines and Explorations. At the mines, both in Minnesota and Michigan, there has been sharp cur tailment. The corporation has ore enough on lower lake docks and at furnaces to keep its. mills in operation till next September and there is no call for large operations at mines this winter. . Most of the underground properties in which ore can be mined at small cost are active now, but they are on single shift and the wage account is much less than a year ago. Of course no such tonnage of ore is coming up as then, but it is not needed. The mines are suffering no deterioration and maintenance is kept at the highest pitch of efficiency. The exploration of new properties has been generally stopped on all ranges. This is especially true of the Menominee range.. Half a score of explorations continue on the Mesaba, and the corporation evidently stands ready to take up for exploration or purchase any proposition in ore that is tempting. This has been proved by several recent purchases, at a time when other buyers were afraid to touch anything. The Steel corporation, while its ore reserves are many times those of any or of all others combined, is still in vestigating new districts that are re ported from time to time, is buying ore when quantity and quality makes purchase advisable, and is strength ening itself steadily. Some Dividends May Be Passed. The general opinion here among those best qualified to judge is that Steel common dividends may be passed for some time to come, but that the corporation will earn more than its preferred dividends for an indefinite period. That the trust fully intends to operate continuously its mills is very evident. , In its western operations the labor question has not affected it, except in the case of the steamship end. There will be a renewal of trouble in this branch next month, but changes may be made 'before' then that will smooth both sides. BTAVAL EFFICIENCY Changes Recommended by Secretary Moody In His Annual Report. Washington, Dec. 6.The expenditure for the support of the navy in 1903 was $86,618,034, according to the*annual re port of Secretary Moody. The upbuilding of the navy* he says, should be continued by the annual authorization of new ves sels. The effective force was increased during tne fiscal year by the addition of twenty five hew vesselsone battleship, four har bor defense monitors, twelve torpedo boat destroyers, one torpedo boat* and seven submarine boats. He makes the following recommenda tions: Alterations in the' organizations of nayal-yards. which will increase the power and responsibility thereover and for work progressing therein. The consolidation of the bureaus in the de partment. The creation of a general staff, which shall be responsible foe the efficiency of the vessels afloat and' the personnel of the navy, collect and digest military information upon which plans for active operations may be formulated, and act as the military adviser of the secretary, having no" authority except such as. may be conferred upon it from time to time by the secretary. Washington, Dec. 5.Americans in China want-Postmaster General Payne to protest to the director of the Chinese posts re* garding the methods of the Chinese mall carriers who have "organised" in- the manner of their brethren in other parts of the world. Every time they deliver a let ter they demand a "tip." In Shanghai, which is one of the' few places in the flowery kingdom where there is a system of mail delivery, its regularity fluctuates in-a direct ratio with the regu larity of the tip to the carrier. . When the tip fails to appear so does the mail. When the carrier is hauled over the coals for failure to deliver a letter, he is genuinely concerned. . He doesn't know how the-letter went' astray, - but he will look for It. He is all smiles'arid apologies.
