Washington, Dec. 5.Friends of Senator Clapp in Washington are watching the state horizon for some sign, if no larger than a man's hand, that indicates trouble in \the legisla ture for him next winter. Thus far they profess to be well satisfied with the results. It is a difficult matter for a new senator, coming to fill the unexpirjxd. term of some one else, to do those things which he would be glad to do . T o begin with, his committee assitV ments are always unfavorable. H e begins at the foot of the list on each committee where he has a place, and works his way up gradually as the older members leave public life. I n the short years of an unexpired term, therefore, Mr . Clapp could hardly ex pe ct to be given assignments in keep ing with his ability and his desire to secure results. During the next two years he will move up several plac es on claims, education and labor, Indian affairs and interstate commerce, arta by the beginning of the fifty-ninth congress, in two years from now , should he still be in the senate, his assignments will begin to show a de cided improvement. Senator Nelson carried this handi cap of unimportant committee posi tio ns for several years after he came to Washington, and it is only during the past two or three years that he has crawled up, by the operation of the rule of seniority, to the important places which he now holds, and to a pla ce of real influence oti t*e~-.flfic#. If Senator Clapp were to succeed him self, he would, before the end of his full term, be so well advanced as to give his abilities considerable scope and enable him to perform very sub stantial service for the state and the northwest. .'.', Argument for Long Terms. The argument in favor of long tenu re in the congression al and sena torial office is well understood in Min nesota, and the state, of late years, has been to a considerable degree con trolled by it. This argument applies as strongly in the case of Senat or Clapp a ? it has in that of any of his predecessors in either house, and his friends in Washington feel very sure that it would be a bad business move for the legislature to unseat him. Whatever Senat or Clapp has at the close of his short term in the way of a record in congress will be achieved in spite of his committee handicap. I t takes years for a member of either house to move up to a position of real influence, and any one who might be elected to succeed Mr . Clapp would carry that handicap for years, as he has done. Thus far it is said there are no seri ous signs of a rival candidate from Hennepin county. Washington be lieves Thomas Lowry was thinking last spring of being a candidate, but that he has since then reconsidered his determination, and will not enter the race. I n the fourth district, of course, the re will be no rival, Mr. Clapp him self living in St. Paul. The northern and western part of the state, embrac ing the sixth, seventh, eighth and ninth districts, is also supposed to be friendly to him, and prepared to in dorse him for re-election. If there is to be trouble, it is be lieved here that it will come from the first and the third districts, or from both. Representative Tawney's prom inence in the house may make him a senatorial possibility, and folks here are figuring Mr . Heatwole as a sena torial candidate. Tawney is the less likely of the two to enter the contest. That Heatwole intends at this time to enter, and is laying his plans to that end, is not doubted. The friends of Mr. Clapp do not re ga rd Mr . Heatwole as able to accom plish Clapp's defeat. I n a fair con test between the two, they cou nt upon Clapp to win easily. With Tawney in the race, a three-cornered fight re sulting, it is thought here that Clapp would still have a decided advantage. W. W . Jermane. 'Kimball,' general.'-superin- tendent of the life saving service, 573 ves sels and their cargoes were saved and 4SS others assisted during the last year. Be - sides this, 218 vessels which were running Into. danger of stranding were discovered by the surf men on patrol, 198 at night and twenty in thick weather in the day, and were warned of their danger in time^ to avoid disaster. Within the operations of the service the number of disasters to the documented vessels was 346, carrying 3,682 persons, of whom twenty were lost,. The estimated value of these vessels and their cargoes was $8,848,215, of which $7,683,580 was saved and $1,164,635 last. Fifty-seven ves sels were totally lost. There were 351 casualties to undocu mented craft sail boats, row boats, etc., by which four lives were lost oirt of a total of 655 persons imperiled. The value of property involved in these minor casualties is estimated at $202,935, of which only $4,479 was lost, .showing the per cent of property lost was lowered from 15.6 to 12.9 per cent, as compared with last year. QUEER SITUATION Action of Printing Trades Makes All Chi* cago Shops Nonunion. ' Chicago, Dec. 5.As a result of the Al - lied Printing Trades council recognizing and seating delegates from the newly or ganized union of press feeders, every book and job printing office in the city is about to lose the union label. The laws of the International union limit the use of theh emblem only to such printing offices as are thoroly union in their mechanical departments. Washington, Dec. 5.The Minnesota gubernatorial contest is attracting at tention here, altho Minnesotans in Washington are somewhat slow to take sides. Their interest thus far is that of the onlooker.
