He Doesn't Look for Another Hill
Panic.

New York, March 14.The an
nouncement that Northern Pacific has
sold three small steamships of its.
North Pacific fleet and will make an
arrangement with the Boston
Steamship company was taken on Wall
street to indicate that the company is
taking steps to participate with Mr.'.
Hill in the service of his new 'Ori
ental steamships, and also that steps
are under way to bring the Northern
Pacific steamship affairs better within,
the letter of the law than they have
been.
Quite recently Northern Pacific
figured In court as an open violator of
the interstate commerce ,laws:with re
gard to discrimination between com
mon carriers and shippers, the admis-:
sion being that the Boston Steamship,
company was favored above"
steamship lines. To bring such dis
crimination within the law an alliance
is to be made between the two com-,
panies, under the terms of which the
service of the Boston company will be'
made practically subsidary to that of
the Northern Pacific. The announce
ment did not create any intense inter
est here.
A Wall street banker who partici
pated in the deal which placed Henry
Villard in control of the Northern Pa
cific, says:
"Did it ever strike you that the
Northern Pacific panic made Northern
Pacific an'American railroad.for the
first time in its history? The Eng
lish built it, owned it, and at one
time operated it They tried to make
a present of it to Hill in the famous
London agreement, but the courts ob
jected to indiscriminate charitysaid
Hill didn't deserve it, and gave it back.
"Villard called for a show-down in
the case of the Northern Pacific, and it
resulted in his control of the road.
Of course he hadn't half the stock.
It was just that the scattered English
couldn't get together. So he had the
road. The English held on to their
stock all the time. Strathcona is said
to have had 10,000 shares all the
time. It wasn't till the Northern Pa
cific panic of 1901 that the road really
passed Into the hands of American
railroad interests. To-day the
English don't control Northern Se
curities and I guess they never will.
"They niav guess some more about
the date of the decision, but whatever
happens I don't look for another Hill
panic. The old man has been in one
and never wants another. Wall street
has discounted an unfavorable de
cision. Win or lose, I believe the
stock will go up-but not right now
or right after the (decision. No one
but brokers should trade in that stock
at present."

Colored Preacher Urges Use

New York, March 14.Employment
of the torch and the bullet by the
negro to defend his rights and to stop
the lynching of blacks by white men
has been openly recommended in a
sermon by Rev. F. M. Jacobs in an
African M. E. church of Brooklyn.
He said the negroes of Springfield,
Ohio, where a black man was dragged
from jail and strangled to death by
a mob, should carry on a war of re
prisal and "burn their enemies out of
business." The sermon created a
marked sensation. He continued:
You should contend unto death for your
rights. No race has ever won anything
without the shedding of blood.
If wars are good for nations they are
good for raqes. Bishop Brown of the
.Methodist Episcopal .church says that a
race war is inevitable in this country,
and the negro will be exterminated. This
is not true, for the negro is not a cow
ard he will fight, and In a war between
the races he will give as good an account
of himself aB he did at Port Wagner and
before Petersburg. They tell us to pray,
but we have been praying and praying,
and now is the time for the negro to as
sert his manhood.
The day is oomlng, the hour Is ap
proaching, when this must be done, for
no race under the sun ever, got its liberty
without fighting for.it.
There must be some sacrifice of life, if
need be, to obtain the liberties of a peo
ple. The negro. is no coward, and Ger
many and England know it from their
own African experiences.
Many of our lives are to be sacrificed
if we are to attain to manhood in this
country. I love to tell you to'pray, but
all prayers and no fighting will do no
good.
Colored preachers In other churches
urged their auditors to so conduct
themselves as to win friends for their
race.

tectives who shadowed the Chicago
patrolmen on their beats to learn to
what extent they neglected their duty
will, within ten days, report to the
City club, under whose auspices the
investigation was carried on.
The Immediate discharge Of 500 pa
trolmen will" be recommended. Evi
dence will be submitted showing, spe
cific instances of neglect of duty and
violation of the rules.. It wlU be al
leged that these 500 policemen:
Are cowardly in the face of danger.
Are saloon loafers.
Are In collusion with thieves and
abandoned women, dividing the spoils
of crime.
Allow vice and crime to go un
checked for. a consideration.
Try to hide their numbers when
any one goes up to talk with them.
Are indifferent to their work.
Are no better than old women to
be policemen.
It has been found that Chicago has
more "plain clothes" men in. service
than New York. This will surprise
those citizens who year after year
have listened to the complaint of the
chief of police that the inefficiency
of the department was due to lack of
