Washington, June 4.The govern ment, thru the department of agricul ture has come to the defense of the common toad, and spoken a good word for it as the true friend of man. So much that is false has" been written and believed about this humble den izen of the road and fields, that a statement of his numerous good quali ties, by a scientist who has spent many patient years in personal investigation, is thought to be timely hence,the pub lication of farmers' bulletin, No. 196, which ought to secure for the toad a wa rm place in the heart of every thoughtful person. It is a heavy tax which insects levy on agriculture, and much time has been given by scientists to the ex ploitation of remedies for combatting the pests. The general public is be ginning to understand something of the value of birds as destroyers of noxious insects, and this understand ing has taken concrete form in statutes in nearly all of the states, looking to the preservation of bird life, but a p parently it is not generally known that toads, ugly tho they are, and ob jects of disgust and even of fear to many people, perform a service for the farmer and gardener and for the pub lic generally as important as that per formed by birds. The toad is unfortunate *in that he has had to bear the burden of long standing and firmly fixed misrepre sentation and prejudice. We have adopted in their entirety the principal European traditions concerning the toad, as set forth by the very early writers on natural history. Hence in the popular thought this meek and harmless little animal is venomous and filled with all manner of uncleanness. Among the best known traditions is that which credits the toad with pro ducing warts on the hands. Others say that its breath is poisonous to in fants, and that if killed by accident or design it will produce bloody milk in cows. It should not be necessary to say that none of these traditions has the slightest foundation in fact, and that the toad, instead of being all these things, is a modest and reliable friend of the agriculturist everywhere, and does his full share in the work of free ing the earth of insect pests. Government scientists have exam ined the stomachs of large numbers of toads for the purpose of securing def inite information regarding their diet. From estimates made with great care, it is known that the average toad will, during one growing season, consume 2,160 cutworms, 1,800 myriapods, 2,160 sow bugs, 3,240 ants, 360 weevils, and 360 ground beetles. Many gar deners give children a penny for every cutworm found, and at this nominal figure the value of a single toad each season is $21.60. Benefits Cities. Celia Thaxter, the well-known authoress, at one time found her beau tiful gardens at the Isles of Shoals overrun by insects and snails. A con siderable number of toads were im ported from the mainland with the re sult that the pests were suppressed and the flowers preserved. There is a suggestion in the bulletin of the department of agriculture that if the toad were talked about in the public schools It would be a good thing for the public at large, since its chief enemy is the typical small boy. Washington, June 4.In connection with the effort which the United States, assist ed by Mexico, is making this year to pre vent a recurrence of yellow fever on this continent, there is published, by the ma rine hospital service, a bulletin of instruc tions to the public regarding the mosquito and how to suppress it. These instruc tions so thoroiy educate those who read them that the public health authorities in this country think they should beware fully read by every citizen, not so'much as a guard against yellow fever, which never gets into the northern states, "but against the numerous other diseases which the mosquito is supposed to carry. If complied with, it is said that there is no section of the country which should have a mosquito plague. The instructions fol low: FirstMosquitoes breed only In deposits of clean water. SecondMosquitoes live in the vicinity where they breed. Invasions from.a distanoe. are rare. ThirdThe larvae of the mosquito live in the water from seven to twelve day8. Notwithstand ing that they are natives of the water, the mos quito larvae must rise to the surface to breathe the free air. FourthIf the surface of the water la covered with petroleum the larvae can not breathe and they die. FifthDestroy the water deposits where the mosquitoes breed and their breeding will be avoided. Sixth-Empty all tubs, buckets, flower pots, vases, etc., at least every two days. SeventhAll pools, ditches or wells should be filled with dirt or drained. EighthWater intended for beasts, chickens and all other animals should be renewed daily. NinthAll water that can not be drained should be cpvered with petroleum30 grams to each square meter of surface. The oil does not injure the water for use if it is drawn from below by means of a pump or other medium. TenthAll cisterns, wells or tanks in daily use should be covered with wire screens. EleventhDeposits that do not admit of the use of petroleum, such as watering places for animals, will require the precaution of renewing the water daily and cleaning the deposits. TwelfthVegetation around pools or wells--of water should be destroyed, as it furnishes shel ter for the adult mosquito.
