Th republicans have somewhat less to answer for in this re gard, however, than the democrats, al tno the republicans, I believe, still pay entirely too much attention to Judge Parker and not enough to the platform upon which he stands and the influences by which he is surrounded. The condition is not ideal, nor is it entirely logical, but, it is to prevail thruout the whole of the campaign, and it might as well be met without more ado. The republicans would much piefer a discussion of their principles to a discussion of their candidate, be cause those principles are after all the vital issue of the party, by which it and the Candidate must stand or fall. But the president is such an overmastering personality that he has indelibly im pressed himself upon his party, and he comes into view the moment one begins to consider the republican situation. And yet, until quite recently, the republican attack was largely directed against Parker. Real Control of Demooraoy. The democrats are attacking the president because they have nothing else on which to appeal to the coun try. Their platform is weak, their candidate is a sphinx, and the party itself is under the control of the capital istic forces of the Atlantio seaboard. But for this manufactured and uncon vincing "personality" issue, therefore, they would have nothing to say and their canvass would resemble a funeral. The republicans, on the other hand, have so many things that they can say about the democratic party that one is surprised at their wasting time a dis cussion of the democratic candidate. "Parallel" that Isn't Parallel. An attempt has been made by cer tain well informed people to draw a deadly parallel between 1904 and 1892. The two campaigns have much com mon, superficially, but they are very unlike when essentials are considered. The democratic party in that year was solidly united. The republicans, on the other hand, were lukewarm in their support of Harrison, whose four years in the White House had diminished his popu larity, never great, and created many bitter enemies in the ranks of republi can leaders east and west. So far as the democrats were concerned, the cam paign was enthusiastic, and this enthu siasm was cumulative. During the last few weeks of the campaign it fairly set the party afire. With the republicans, there was little enthusiasm, and that little had almost melted away before the close of the campaign. Up to two weeks or ten days befoie election, the odds in New York had been about 2% to 3 to 1 on Harrison, and large sums were put up. Suddenly, rumors came of the forthcoming landslide. The betting odds changed. Fust, they dropped to even money, ana* several days before election they were running in Cleve land's direction, for he, that cam paign, was as popular as Harrison was unpopular. Sale price wiBh of both the president and the chair man of the republican national commit tee that republican editors and speak ers, from this time on, devote their energies to the democratic platform, which they regard as the most vulner able document of its kind presented to the American people for many a year, and to the general democratic situation, which they pronounce anomalous ana absolutely unique in the history of American politics since the civil war. The "scuttle" speech delivered by Judge Parker last Saturday night is the latest democratic feature to attract the attention of the republican leaders. This speech they think lays the party open to unanswerable criticism. Speaking of the Parker speech, it is worth while to call attention to the curious fact that the principal demo cratic issue, after the "personality" of the president, is the Philippines. This was the "paiamount" issue the campaign of 1900, by consent of Bryan himself, and upon it the democ racy lost the country by a vote almost as large as that which earned them down to defeat 1806. There are two great parties in all representa tive governments on the face of the earth, one radical, the other conserva tive. This is true in Canada, where a great national election is just at hand, and it is true, also, in Great Britain, not to mention countries with which the average American is not as familiar as he is with these. In this country, however, the democratic party has en deavored, thru the reorganization process mapped out by its safe'' and "sane" leaders, to abandon its historic and logical attitude of radicalism and to model itself after the conservative party which is now in power. This is illogical and it cannot succeed. Two conservative parties cannot exist at the same time in any free country. There is room for only one. Bryan, when he stands for the return of the democracy to radicalism, is nearer the logic of the situation than many of his opponents have perhaps thought.
