Pray, Nelhe A Hubachek, A J. Wallm,
George Hoffman and E Walsh,
bearing date September 10th, 1904, has
been filed in the office of the under
signed auditor of said county, praying
for the establishment, widening, deep
enmg, straightening and improving of a
public creek, drainage ditch or water
course, along the route proposed therein,
Now, therefore, notice is hereby given
of the filing of said petition and that
the same will be heard and determined
by the Board of County Commissioners
of said County of Hennepin in the State
of Minnesota, at a session of said Board
to be held at the courthouse in the city
of Minneapolis, Minnesota, on the 3th

The undersigned, land owners whose
lands will be liable to be affected by or
assessed for the expense of the construc
tion and improvement of the creek,
drainage ditch, oi water course herein
after described, respectfully represent
that the public health, convenience and
welfare require the widening, deepening
and straightening of the said creek,
drainage ditch, or watercourse along
the following described route in the
town of Orono m*said Hennepin county.
That the widening, deepening, straight
ening and improvement of said creek,
drainage ditch, or water course, would
be of public benefit and utility and is
necessary for the following reasons, to
wit* for the purpose of removing the
stagnant water and miasma, and pre
serving the public health and for the
reclamation of a large amount of land to
agricultural purpose, now wholly useless
and unfit for any purpose.
The general description of the pro
posed starting point, route and terminus
of the said creek, drainage ditch or
watercourse and of the widening, deep
ening, straightening and improvement
of the same is as follows* Commencing
at a point where said creek, drainage
ditch, or watercourse flows from Long
lake section thirty five (35), town

W. L. Harris read a paper last night
before the Six O'Clock club in which
he made an exhaustive review of tho
present tax system as the foundation
for illustrating the need of certain re
forms, particularly as to the powers and
methods of the state board of equaliza
tion He instanced the following un
desirable features connected with the
powers granted to the board*
It can nullify the returns of the local
boards of review, practically making
their work a farce
Its statutory power, by act of 1897,
to increase any individual return and
inability to reduce it, gives autocratic
power to add to an assessment, but not
to remedy a grievance, even were the
board convinced the assessment was in
equitable.
The board being made up of a mem
ber from each -judicial district, without
reference to the amount of valuation
and resultant tax, violates an Ameri
can principle.
The board is the ultimate determiner
of local taxation, while fourteeu
fifteenths of the taxes are raised and

one-sixth of the state taxes, yet has a
representation on the board of equal

Minneapolis was made, which shows

again increased to 7 mills, with-a levy
this year of 6% mills. In addition to
this local tax levy of 6% mills, there is
something over 1% mills available for
local school purposes from the state
tax, so that the actual levy for local
school expenditures this year is a trifle
over 8 nulls.
The personal property valuation ot
Minneapolis after the raise made by the
state board of equalization shows an in
crease of nearly $5,000,000 over 19031
that of St. Paul but $1,000,000. The
real estate of Minneapolis an increase
of $2,100,000, that of St Paul $5502000
the gross personal propertv of Minne
apolis is levied at $33,775,531 that of
St. Paul at $21,578,090 real-estate
Minneapolis, $101,603,255 in St Paul
$74,332,561.
In the total tax for the state for this
year Hennepin county was raised 6.1 per
cent, Ramsey, 1 8 per cent in the real
estate tax increase for that year Henne
pin contributes 5 per cent, Ramsey 1
per cent. Of the personal property
tax for the state: Hennepin 16 per
cent Ramsey 5 per cent In the total
assessment, real and personal, Ramsey
is raised only 67 per cent of Hennepin's
