To call Czar' Nicholas of Russia a
coward is to speak a falsehood," said
Mildred Holland last night as she sat
chatting in her dressingroom at the
Metropolitan. Before staging ''The
Triumph of A Empress,'' Miss Hol
land spent a little more than half a
year in Riga, Moscow and St. Peters
burg. While there she was a guest at
the palaces of many of the grand dukes
and met several of the generals who are
now fighting in the far east,' among
them General Kuropatkin. She was en
tertained at the czar's palace at Peter
hof and for several weeks saw the
czarina and her children almost daily.

he is in no more danger than our presi
dents. In fact, we have had three
presidents assassinated in the past fifty
years and in Russia two czars have met
a violent death. Personally the czar
is fearless and he may yet cut loose
from the bonds of bureaucracy which
have been fettered upon the rulers of
Russia by the customs of centuries."
Miss Holland was especially impressed
by the artistic side of Russian life.
Some share of her time was spent in
studying the court jewels and in "The
Triumph of ,An Empress" her jewels
and coronation robes are an exact fac
simile of those worn at the coronation
of the present czarina.

Feature of Autonomy for North
west Territories Opposed by
a Resolute Party.

Winnipeg, Man., March 17.The in
troduction at Ottawa of the bills creat
ing two new provinces out of the pres
ent Northwest territories of Assiniboia,
Alberta and Saskatchewan has been re
ceived thruout the country as by far the
most important piece of news for a* long
time.
The creation of new provinces in the
Dominion leads to agitations not unlike
those that accompany the admission of
new states into the iinion, and there is
no prospect that the measures just laid
before the Canadian parliament are so
perfect as to stop that agitation.
The people of the provinces do not
vote upon their constitution. That is
settled for them by the British North
America act, which defines the subjects
upon which the1
legislatures shall have
the power to legislate. There are some
points, however, upon which the Do
minion parliament, in creating a new
province, has a certain amount of dis
cretion. In the present case the inter
esting points to be decided by the Otta
wa government were those of the con
trol of public lands, of boundaries, the
location of capitals and the vexed ques
tion of separate schools.
Satisfactory as to First Two.
On the first two points the Laurier
government appears to have fairly met
all reasonable people, retaining the pub
lie lands, but giving ample compensation
in cash and also dealing generously
with the new provinces in the matter of
boundaries.
The action of the Canadian govern
ment in this respect is interesting to
those who are now looking to the Do
minion for cheap lands, as it insures the
continuation of the present liberal home
stead laws as well as the absence of
taxes for the maintenance of provincial
government.
Capital Location Fights.
The choice of capitals has only been
decided in a temporary manner by the
dominion government, the "final choice
being left to the vote of the people of
the provinces. The skirmish for this
temporary choice, however, was very
hot in the case of Alberta. T.here is an
interesting rivalry between Calgary and
Edmonton, the latter having gained
more rapidly in recent years than the
older and more substantial town at the
foot of the Eockies. Calgary has lost
the first round largely because it chose
to elect an opposition member at the
last election, while Edmonton, the
chosen temporary capital of Alberta,
elected an influential supporter of the
government.
Eegina is to be the temporary capi
tal of the province of Saskatchewan,
and it could hardly be otherwise be
cause it is now not only the largest in
the new province, but already possessed
of a complete equipment in the matter
of government buildings.
However, the rising town of Saska
toon has announced its intention of
putting in a claim when it comes to a
vote of the people. This town is al
ready on the new lines of the Canadian
Pacific and Canadian Northern. When
the directors of the new Grand Trunk
Pacific visited the country last fall,
S. Parent, representative'of the govern
ment on the board, clearly indicated
that he considered Saskatoon to be the
coming town. ,.,Jt

soon possess unsurpassed railway facili
ties. All things considered, it is prob
able that the capitals of the new prov
inces will be located north of both, Re
gina and Calgary, when the last word
is said.
The Real Issue.
In speaking of the provisions of the
bills concerning education, Sir Wilfrid
Laurier said the problems which might
arise would always revolve within
the same well-bea'teh circle of man's
?asionse,
prejudices and selfishness."
et th Manitoba school question kept
the Dominion in a turmoil for many
years, and there are politicians who
are not yet disposed to let it drop.
Premier Houltain of the territories was
wont to predict that the northwest
would some day have a great school
question to settle. That day seems to
have come.
The northwest territories were given
a system of separate schools by the
Dominion government. The bills now
before the Canadian parliament take
away from the new provinces the right
to abolish those separate schools, al
tho education in general is a matter
within provincial jurisdiction.
A prominent member of the Calgary
Board of Trade has declared that the
territories would rather be deprived of
autonomy than to be saddled forever
with a system of separate schools, and
there is no doubt that he is voicing the
sentiments of a very resolute party.
Question of Leadership.
The contest is likely to be the more
bitter beeause the creation of the new
provinces must lead to the creation of
new political organizations.
Premier Houltain of the territorial
legislature has governed the territories
since they were given a partial autono
my on non-party lines. has been a
resident of Eegina for many years and
he will no doubt seek to retain the
leadership of the- province of Saskatch
ewan. But the liberals bear him a
grudge since he took an active part
against them in the federal elections,
and they will surely oppose him.
The province or' Alberta *will start
out without a political leader, unless it
be that Oliver, the present representa
tive of Edmonton -at Ottawa, steps
down from the federal arena to organ
ize the provincial 'liberal party. This
is likely to happen.
"Who the conservative leader may be
is not yet apparent. In the general
mixup, however, any argument will be
good enough and such a question as that
of separate schools will easily lead to
a lively row.
It is just as well to raise the storm
signal over the field of Canadian west
ern politics.
