Admiralty Decides on Concentra
tion of Armed Forces Near
Center of Empire.
London, Mav 12.In the house of
commons yesteiday, Premiei Balfoui
said that, having regard for the changes,
in the sea power of other nations, a
redistribution of the fleet and arinv
was desirable for colonial defen.se, and
the committee of defense of the admi
ralty had concluded that the fleet and
the army should be concentiated
the center oi the empne, from which
they would be distributed as necessity
arose.
Mr. Balfour remarked that the de
velopment ot Russia towaids India had
from time to time caused great alarm.
Gieat Britain had in \ain, by diplo
matic means, endeavored to pi event
Russia's expansion, v\hich must now
be taken as an accepted fact. Altho
the invasion of India was much talked
of by Russian officers, he did not be
lieve that it foimed any pdit of the
scheme of the Russian government.
Mr. Balfour stated that, in consider
ing the difficulties of the invader, he
was obliged to babe his calculations on
the supposition that the enemy would
be France, the country neaiest to Great
Britain. He added it as the last thing
in the woild he regaided as possible.

in naval waitare generally, and at least
in attempts to land soldiers on a hos

Marshal Lord Roberts that it was use

Liang Cheng, the Chinese minister, hats
got himself into hot water with the de
partment of commerce and labor, thru
what is regarded by immigration offi
cials as a too zealous effort to protect
his country men from haish treatment
undei the Chinese exclusion law
The depaitment has just obtained a
copy of a circular of instructions sent
by the minister to Chinese consular of
ficeis thruout the countiy, in which he
describes minutely the rights of Chin
ese subjects under the treaty existing
between his government and the United
States, and diiects that in case they are
ovemdden by American officials a re
port with Bworti' statements of wit
nesses shall be forwarded to him.
In other words, China has leached the
point where she proposes to make the
United States pay her an indemnity if
any of her subjects can piove they have
been maltreated.
The Chinese exclusion question has
always been a delicate one for the Chi
nese legation. Wu Tmg-fan'g was con
stantlv on the verge of being given his
passports because of his too free criti
cism of this government connection
with the enforcement of the law and
Sir Chentung Liang Cheng may have
placed himself in' the same perilous po
sition, if what officials of the depart
ment of commerce and labor say is to
be believed.
MEW JERSEY IS AFTER
HER TRUST CHILDREN

Trenton, N J., May 12.Attorney
General McCarter today commenced pro
ceedings against upwards of 100 corpo
rations for n"on payment of state taxes.
Action is brought following the usual
custom of endeavoring to enforce- col
lection of all corporation taxes one year
in arreais, but there are nearly 3,000
companies to proceed against this year,
and alreacty action has been brought in
about 300 cases.
This forms the first step in the for
feiture of the charters of persistent de
bnquen'ts. The proceedings are begun
bv the attornev general and two years
aie given the concerns to pav up. Then
if the tax is still unpaid, the governor
officially declares the charters forfeited
and a proclamation to that effect is
published.
RAILROADS
FARMERS' LINE GROWS
Thirty-five Mile Extension Beyond
Starkweather Decided On.
Special to The Journal.
Starkweather, N. May 12The
stockholders of the Farmers' railroad
met Wednesday and decided to extend
the road a distance of thirty five miles
northwest from Starkweather, the pres
ent terminus. I was decided to bond
for $450,000. There will be three new
towns, Newville, Lake View and Eock
Lake. A new engine and passenger and
baggage coaches are to be purchased.
Work of giadmg will be commenced at
once and the road will be ready for
trains about July 1. The farmers along
the line who own stock are well pleased
with the results of two years, and claim
thev have more than made the price of
the stock in the saving of long hauls
in marketing their gram. The right of
way has been secured and two town
sites already surveyed
MONTANA DEVELOPING
Bear Creek Extension Will Open Great
Coal Fields.

Billings. Mont., May 12.The survey
of the Bear Creek extension, which
will open up the great coal fields of
Bear Creek, has been completed. The
extension will be made from Bridger,
on the Red Lodge branch of the North
ern Pacific railway, and its ultimate
destination is Cooke City, the center
of a rich gold-mining section, iust north
of the Yellowstone park. A new smel
ter for handling low-grade ores is now
undei construction there. I is expect
ed that the contracts for grading will
be let and work will be under way by
June 1.
Rushing New Road.

La Crosse, Wis., May 12.If the pres
ent plans of the La Crosse & Southeast
ern Railroad company materialize, the
fiist train will be run over the new
road into La Crosse July 1. The work
of construction is progressing rapidly,
a large force of men being employed be
tween a Crosse and Stoddard. A
present a mixed train is being run be
tween Viroqva and Stoddard, which is
giving satisfactory service.
MILWAUKEE, WISReferee Maxwell has
appointed the Milwaukee Trust company to act
as receiver for the alleged bankrupt firm of
William Bayljy & Sons company. Bonds were
fgced at $0,000.
