Washington, May 16.The prospect of a tariff war with Germany has Bet Representative Sibley to thinking: about the best way of amending the Dingley law so that it will produce more revenue and at the same time be useful as a club in the eacpected fight. A maximum and a minimum tariff ap pears to him to be the best thing that could be made out of it. He called on the president yesterday and had a long talk on the matter. Representative Babcock also called and stated that the tariff should be0raised horizontally to meet revenue demands. The new administration etxpects to have a new reciprocity treaty with Ger many long before the presenst one ex pires in March, 1906. Danielson, on "The Duty of the American Youth" Edward Rorem, on "The Champion of Individual Libert y" (Lu- ther) N. T. Tosselaaid, on "The Soul of the Reformation" (Luther) Mar tin Anderson, on "The Exponent of National Unity" ("Webster): Cdnrad Tharaldson, "Wendell Phillips." The literary value of these orations had been passed upon before the con test last night by Professor W. F. Kunze, Red Wing George Chandler, Osage, Iowa, and Judge Calvin L. Brown, St. Paul. The judges on delivery were Rev. A. H. Alberts, Faribault:' John S. Mc Lain, Minneapolis, and Judge Andrew Holt, Minneapolis. On the combined markings of both sets of judges Martin Anderson^ was given first place and will represent the college in the state contest. Edward Rorem is his alternate and N. T. Tos seland was given third place. The decision seems to give general satisfaction among the students. Mr. Anderson will be a formidable cham pion of St. Olaf, which has twice in recent years carried off state honors in oratory. D., May 16.A shooting incident occurred here yesterday as the result of an argument between' Captain Bailey and W. H. Browning in an eating house, in the course of which Bailey is alleged to have struck Browning, who, it is said, pulled his gun and fired, the bullet grazing Bailey's temple. Chief of Police Markell placed Brown ing under arrest, and says that while conducting 4iim to jail Browning broke away. Markell fired three shots over him and after commanding him to halt shot to hit. The bullet pased thru both of Browning's legs.
