"What other guarantees will Sweden ask of Norway in the negotiations for a treaty?" "Perhaps the most important relates to the new Swedish Norwegian railroad which traverses the northern end of each country and has for its terminus the fine, ice free port of Narvik on the Atlantic coast Heavy exports of Swed ish iron ores to England and other coun tues are sent bv wav of Narvik and" the Offoten fjord. "A question of life or death to the Lapps in my district is that of free pasturage for their reindeer and cattle the uplands of northern Norway. For hundreds of years our Lapps have had the right to drive their caitle into these pastures when their own were poor. You must understand that these lands are quite unoccupied and are of no use ex cept for such pasturage The Lapps know nothing of agriculture and are entirely dependent on their cattle. Tf their pasturage is taken from them, it means their extinction. Nevertheless, of late years, since friction has arisen* between the two countries, the Norwe gian authorities have sought to abrogate the old custom and have threatened legislation to that end. To insist on such a step would be to pass sentence of death on the Swedish Lapps." As to the Guarantied. I asked Judge Kronlund if he thought Norway would be willing to give these guaranties at this time. His reply threw a strong light on the dissension that now reigns among the members of the riksdag. It may now be done in a permanent and amicable manner, but if the dissolution is accepted, as the government proposes, without set tling these questions, they will be handed down to those who iollow us as a heritage of trouble and disaster. There will be dissension, jealousy and un quiet and sooner or later there will be a bloody war between the brother folk, ending, no doubt, in the intervention of some stronger power seeking to gob ble all or a part of the peninsula. The conditions desired by Sweden are such as Norway, if only half sensible, must see are as much for her benefit as ours. Yet I fear she is in too excited a state of mind to see this. Party Lines Vanish. "Party lines in the riksdag have al most disappeared and there is as yet no unity of sentiment whatever. I belong to that element which desires to settle these matters now for all time. The socialists say: 'Let the dissolution be accepted without comment or demand of any kind. After Norway has gone her own way for some time and has found herself, negotiations can be entered into in exactly the same manner as any two nations of the world pursue. Norway will not then feel so much preiudice against Sweden and negotiations will be far easier. Norway now looks on our demands as an attempt at dicta- tion.' This is about the idea of the liberals, too, and it is typical of the national propensity of the Swedes to 'let things go.' We are indifferent, slovenly and slacktwisted in our ways. And if you are slacktwisted, you will be treated in that way. The Nor wegians are different. They must be met by firmness, since they axe them selves firm. Charles XV, brother of our present King Oscar, treated them in that way and by his iron will forced them to submit. If a Norwegian finds he has a determined man to deal with, he will show him due respect. If Swe den is slacktwisted, Norway will heap tip impossible demands one on another. We must mend the little hole in the dam, before the whole mass of water breaks out. As our Swedish proverb has it: 'Stop the pig in the gate.' i "Norway is now so excited that we THE MrltNEAPOLlS JcWrM,. DOUBLE AMOUNT S. If. GREEN TRADING STAMPS SATURDAY THIRD AND NIOOLLET. J. There has been talk of, mobilization here, but, as a matter of fact, Sweden has not paid out a penny to threaten Norway. Pre cautions have been takeSthat is all." Waiting on Norway. When questioned about the work of the joint committee of the houses of the riksdag. Judge Kronlund natur ally declined to say what it was do ing. He intimated, however that it would probably delay agreeing on a report until Norway's intentions be came evident. Sweden had never dreamed there was a possibility of war, and Norway's rapid mobilization had been a great surprise He thought it likely that the riksdag would give a mandate to the king to enter into ne gotiations with the Norwegian stor thing, which will remain continuous session until everythng is settled, When the mandate is given, which will cer tainly not be before July 10,* the riks dag will take a recess of a month or six weeks, awaiting the result of the negotiations, which, of course, it must approve or reject. The present party in the lower house, Judge Kronlund explained, now repre sents more faithfully than any other the real sentiments of Sweden. Tho not a peasant bonde by birth, he represents a peasant district attd is in sympathy with the peasant leaders. The Swedish peasants from the most ancient times have had a large share and voice in the government. They are intelligent and independent. He estimates the strength of the parties in the lower house as follows: Total membership, 230 conservatives, including the peas ants, 112j liberals. 104 sociahsts: 4. The upper house is also conservative, but the leaders there favor more violent measures than their party colleagues of the lower house. Asked what was the political complexion of the minis try. Judge Kronlund answered: "We have now no government in reality. The ministry is made up of high public officials who are mere bureaucrats and So statesmen. Jerome, district attorney of New York, from the charge of murdering Charles Faure. The death of Faure occurred last Sunday. Jerome hid at the top of the stairs leading from the street to the apartments occupied by Mrs. Jerome, and after a struggle with the man whom he charged with ruining his home, threw him down the stairs to the pavement below. Faure's head struck the sidewalk, and he died from his in juries within a few hours. 20 DEATHS FROM HEAT Chicago's Boll of Mortalities Increased* Tho Wave Is Past.
