Washington, Nov. 27.Millions of dollars worth of foreign freight will be lost annually to American railroads as a result of the operation of the new interstate commerce law, according to a complaint just filed with the inter state commerce commission by the Illi nois Central railroad. It is stated that the Canadian Pa cific road, unhandicapped by any nia vision of law requiring previous no tice of a change of rate, advertises rates for freight transportation from England and the continent considera bly below that announced by American roads. The American roads are unable to naeet^ t_i competition 13003.1186 of that provision of the new railroad rate law which prescribes that "no change sha.ll be made in rates, fares, charges or Jiave oint rates, fares and charges which been filed and published by any common carrier in compliance with re quirements of this section except af Iter thirty days' notice to the commis sion and to the public." Special to The Journal. Stevens Point, Wis., Nov. 27.Fred Ginely, a_ well-known young man, lies at the point of death with appendicitis at the home of her fiancee. Miss Nellie aTelors. If he dies his life insurance will go to his legal heir and if Miss Fe tors marries him she will be his bene ficiary. Her father and brother are urging the marriage despite the fact that Ginely has been given up by one specialist and his physician. Tomorrow was set for the marriage.
