Talks Interestingly o Work

Among the visitors in the city is Paul
Cowles, superintendent of the Western
division. Associated Press, and one of
the prominent men of the staff of that
important news gathering corporation.
Mr. Cowles has just come from New
York, and is en route back to his post
at San. Francisco, inspecting the ofTlces
In his jurisdiction.
The company had arranged for the
most thorough system of news gather
ing in both the Orient and Russia, prior
to the commencement of actual war,
but Mr. Cowles was sent to Japan to
act as executive head of the work in
thnjt region, anil remained there until
July, when he left with the machinery
well working. Owing to the fact that
he left so long ago he cannot give any
current war news, but he speaks most
entertainingly of the interesting coun
tries visited and all the extensive prepa
rations made for the war, as well as
for the sending out of news by the As
sociated Press. ,
Competent men were placed at every
important point, and", although the
Japanese press censorship prevented all
the facts from being sent out, yet the
correspondents at several important
plnces have managed to get at all the
facts, and have been sending complete
reports. The man at Tokio has been
doing especially effective work. The
Japanese realize the influence and im
portance of the Associated Press, and
ihat company has not been getting left
on any big piece of news.
All the cables come via San Fran
cisco nqw. and this saves time, A
capable editor has been sent to San
Francisco solely to edit cable copy of
the war, and this makes San Francisco
one of the most important points in the
world in relation to the dissemination
of war news.
In Russia the press censorship has
been removed. Mr. Stone having had a
personal 'interview with the Czar and
securing his consent to allow all press
dispatches to go out. The man at St.
Petersburg has therefore been able to
send out a complete report every day.

had been disarmed at Shanghai came as
no surprise hero, since the responsible
authorities had so decided a week ago.

Russian Government that the Smolensk s
Interference with British shipping must
stop, and they object to Interference with
British commerce so far from the scene of

Britain has formally called the attenUon

Smolensk and has asked for explanations.
Russia has not yet formally replied.
SHANGHAI, Aug. 23. An order was re
ceived at 9:30 o'clock last night, from tho

stroyer Grozovol are to be disarmed.
