tracting from this decision. Common
sense recognizes merit In the contention
that, the ruling did a good deal to break
the endless chain of prices of which so
much has been heard In the last year.
Encouraging Prospects.
The large orders for equipment' placed
and bids asked for on contracts, the con
tracts for railroad improvement and ex
tension awarded by western railroads,
and the roports from the mercantile and
manufacturing centers are encouraging
for a prosperous season In Industrial
lines.
The ease of the money market sup
ported the price level of stocks, although
at declines. This case was demonstrated
by preparations for the dlsbursment of
more than $100. 000.000 In Interest and
dividends this month without the slight
est fleeting effect on Wall street Inter
est rate. The weekly statement of the
great foreign banks covered the period
of month-end changes and by somewhat
less strong positions Indicated the ap
proach of the spring money market,
which usually gives the clew to the
financial character of the balance of the
year: but at the moment there is noth
ing to excuse apprehension that the se
vere strnln which developed In 1010 will
reappear In the present twelve months.

ness prevailed throughout the stock mar
Itct session which was characterized at
times by an undertone of strength. .Lon

erally higher and this advantage was
more than sustained at the opening of
the local market.
That the big banking Interests are In
nowise disturbed by recent developments
was again attested today bv the pur
chase for international account of Sl!5.
000.000 drst mortgage ! per cent bonds
of the Pugct Sound division of the St.
Paul road. This announcement is of es
pecial significance because of the recent
weakness of St. Paul shares, accom
panied by rumors of a possible dividend
reduction.
European advices renort an Increased
abundance of money and easier discounts
In London. London and Paris bankers
are reported to have some more Ameri
can financing under' consideration, the
details of which are likely to become
public In tho coming week.
The stock market lost all Its early
gains in the lnnl hour when It became
almost certain that an extra session of
congress would be called and new low
records for the present movement were
numerous.
The bank statement was utterly at va
riance with forecasts. Instead of an ex
pected gain In cash tho actual tabic
showed a loss of 3.000.000. The actual
total cash reserve of the banks, is now
27.70 per cent, compared with 2S.0 1 per
cent last . week.

Nothing to Warrant the Forc
ing of Prices Upward at the
Present Time. '

.NEW YORK. March M. Tlie quiet tone,
that marked the opening of the cotton
market recorded a decline of 4 polntn dur
ing the day with tlie trading very narrow.
It remains to bo seen whether prices can
be maintained successfully after tho
sharp rally which amounts to 05 points
from tho decline that carried prices down
to tho extreme low level of $13.70 on
February 16, to $14-65. on Thursday.
Within the same time the March option
had a recovery of SS points: July 74, Au
gust 61 from their low levels, while the
next crop options have had an extreme
recovery of but 20 to 25 points from their,
low levels. There has been nothing In the
movement of the crop or general statis
tics or trade conditions to have warj
ranted this bull movement. Even weath
er conditions affecting the new crop sit
uation have been very favorable and the
outlook is now excellent for a record
breaking acreage and one of the best
starts In years for a larger crop than
has yet been produced.
The advance from Its Inception has
been mostly of a force character, and
lias been cliictly nt the expense of the
short interest, with tho May option made
the leader in the movement. It has been
driven from a discount ranging from 3
to 5 points from July last week to a
premium of over 15 points with that op
tion. It Is also selling at a premium of
20 points with March and about GO prem
ium in comparison with August and near
ly 200 points or $10 per bale, higher than
the next crop options. With the short in-,
lercst almost entirely eliminated, It Is
a question whether these manipulators
will now be able to carry their bull move
ment forward, or even maintain the
present advance, unless something trans
pires soon to broaden the trndo demand
for spot cotton.
Today's cables report English spinners
of American cotton at Manchester are
discussing a proposition of curtailment of
yarns and cotton goods for a time.

shows that the banks hold $38,465,000
more than the requirements of the 25
per cent reserve rule. This Is a decrease
of $1,893,090 In the proportionate cash re
serve as compared with last week.

increased reserve requirements, coupled
with the loss In cash, brought about a
decrease of $1,431,075 in reserves, bring
ing tho surplus above the 25 per cent
minimum to $30,846,075. which, however,
Is much abovo tho average for this sea
son. The figures above arc based on
tho report of actual conditions of llw
banks.
Tho statement of averages did not
differ much in the amount of loan In
crease, although In this compulation II10
banks made a gain of about throo-quar-trs
of a million In cash, while deposits

serve, according to the statement of av

erage surplus stands at $3,685,000. The
summary of the trust companies and

strong today at tho highest point of the
week. The main reason was 'the defeat
of all chance for Immediate enactmont
of reciprocity. Last trades showed a net
gain of lie to lH3Uc Every other lead
ing staple on change finished also at an
advance corn, Jc to i8c; oats, lJc,
and provisions. 23c to 17jc.
A better tone In the flour buslnoss,
over Sunday covering by shorts and de
cided activity on the part of bull lead
ers, contributed towards forcing wheat
to a higher level. Smallness of primary
receipts had a part in bringing about
the general scampor by shorts. Mills
northwest led In the buying and there
was unmistakable giving out of bear
pressure. None of these conditions, how
ever, had full swing at the start. Dur
ing tho early portion of the session. In
fact, a weak feeling prevailed, chiefly be
causo of a decline at Liverpool.
Extreme low and high figures for May
were 89J91ic with tho latter rullnc at
tho end. a rise of ialic compared with
twenty-four hours before.
Signs of considerable export buslnoss
strengthened corn. May ranged from
47Sc to 4SJc. and closed 8c to jc net
higher, at 4Sii348Jc. Cash corn was re
ported slow. No. 2 yellow finished at
46i47c.
Oats rallied leBs than other grain. May
varied between 30!(g)30Bc. with the close
Jlc up at 303c.
Improvement In provision prices came
from the strength of grain, better coll
from the south and the relatively high
quotations for lard In England.
Pork at tlie end gained i10c to
