Trlth Merchants., It Is likely the Central Labor Union will soon take active steps to prevent the caa companies from selling gas ranges In violation of their charters. At a meeting last night the matter was dis cussed In detail. Higher wages were put within the reach of a portion of the machinists ah the. Washington Navy Tard by a de cision rendered -yesterday by Assistant Secretary of the Navy Wlnthrop. The request of the machinists for a general increase of pay was refused, but In stead. It was decided that a portion of the men, engaged on high-grade work, be paid the highest rate, $4 a. day, at present confined to a very few men. Added compensation was considered just because of the greater cost of living In Washington. The Navy Department gave out a statement, which follows In part: "The percentage of machinists at the Washington Navy Tard receiving the highest rate of pay is abnormally great. approximating 63 per cent of the total number of machinists employed. This percentage la far greater than the per centage In any civil establishment com parable to any extent to the Washington yard. "The department believes that the rat ing of machinist by classes baring been abolished, and from the fact that cer tain machinists at the yard are undoubt edly doing specialized: ordnance work of a high character. It would be Justified in authorizing the promotion to this pay of a certain number of machinists who are now practically continuously engaged in such special work. This promotion will be made from time to time by the commandant until there shall be a rational proportion es tablished throughout. At no time shall there be more than one-third of the machinists of the highest pay, nor more than a total of two-thirds in the first two highest paid ratings combined. SKATERS ARRANGE FOR GAY NIGHT Tidal Basin Will Be a Fairyland To-morrow Evening Many to Wear Costumes. With the mercury still below the freez lng point, and the wintry aspect of the city still present, preparations are being completed for the carnival to be held on the Tidal Basin to-morrow night, be ginning at 7J0 o'clock. The carnival promises to be the most picturesque event held In the National Capital In years. The Tidal Basin Is to be transformed Into a veritable fairyland of colored elec tric lights and Japanese lanterns. The work of stringing the lamps has already been started. A band will be engaged to enliven the scene. Work on the erec tion of a bandstand was started yester day. The skaters will hare a straightaway of a mile. A large area of the basin has been cleared of snow by the District "white wings," aided by volunteers. Col lections have been taken at the rink side Ito defray the expense. A Dig contnouuon Dor is stationed on the basin, and from the funds collected here it Is expected to pay for the neces sary preparations for the carnival. A large portion of this amount wUl go to ward the erection of the bandstand ana the hire of the music Many of the skaters will b costumed. Many fancy skaters win also be present to entertain the throng of spectators which is anticipated. Henri Martin, the champion amateur skater of Europe, who la charge d'affaires of the Swiss Lega tion, will be among the fancy skaters present. He has promised to give an exhibition. The arrangements for the carnival are In the hands of Dr. E. C Meyers, of the tariff board, and Jerome Conner, a prominent sculptor. Among the others who are aiding In the prepa rations for the skating carnival are Dr. Charles P. Orandfield, First Assistant Postmaster General: Dr. W B. Hudson, Secretary of the Navy George von !. For the betterment of the publfc health. the lessening of fire danger, and the up lift of the community morally. Dr.' Will lam C Woodward, health oRleer, has recommended to the Commissioners the elimination of as many alleys In the dty as possible. Dr. Woodward says that In some cases the present alleys may be turned Into Interior parks, and that In the remaining cases they can be con verted Into minor streets. The alley question," says Dr. Wood ward In the recommendation to the Com' mlssloners, "not only Involves the ques tion of health, but also that of police and firs protection and the social status and aspirations of dwellers In alleys Certainly no one can deny that the trend of alley life Is against all these things. Action that has been taken toward the elimination of alley dwellings, with re spect to the famous, or rather Infamous. Willow Tree alley, marks a step In the right direction, but only a very short step "It may be possible to find throughout the District some other alleys that can well be eliminated by such treatment as that which has been adopted with re spect to Willow Tree alley the acqui sition of the land by the government and the conversion of the Interior of the square Into a park or public playground but In the vast majority of instances the situation is not adapted to such treatment. In such cases, it win be necessary to comert the alley Into a minor street, or else to find some' way by which the abandoning of the dwellings In the alley can be compelled.
