"An urgent appeal for the betterment
of alley conditions in Washington was
made In an address delivered by Thomas
Jefferson Jones, ot the National Bureau
of Education and chairman of the hous
ing committee of the Monday Evening
Club, yesterday afternoon, at the ves
per services of the Young' Women's
Christian Association.
Mr. Jones emphasized the construction
and distribution of the 23) alleys In the
city. lie stated that the largest num
ber of alleys were to be found In the
best residential sections of the city and
exposed the residents of these sections
to disease which their mode of living
would otherwise protect them from.
The only practical method, he declared,
of remedying the existing evils, would
be for Congress to appropriate enough
money to convert the alleys into minor
streets. The alley problem has been
brought to the attention of the Commis
sioners and they are being urged to rec
ommend such a -plan. During the last
five years 375 alley bouses have been
condemned and at that rate It would be
fifty years before the. city gets rid of
Its 3.300 such houses.
Another point brought out by Mr. Jones
was the large rate of Infant mortality
In alley houses. Tbo death toll among
Infants born In the alleys Is 373 out of
every 1.OD0, while the rate in the street
houses is 15S out of every LOW. This
much greater death rate. Mr. Jones
claimed, was due entirely to the deplor
able conditions found in the alleys. He
asserted that the alley conditions in
Washington were the worst to be found
In the country, save perhaps. In a few
of the Southern cities, where the Intense
summer heat make it almost Impossible
for babies1 to survive.
A number of ministers will, next Sun
day, deliver sermons on the alley prob
lem and appeal to their congregations to
lend their old In securing remedial leg'
lslatlon at the next session of Congress.
On next Monday the Good Housekeepers'
Association, of which Mra Dr. Wiley Is
president, will discuss the problem at a
meeting to be held in the Board of Trade
rooms.

That the police have no legal right to
photograph a prisoner prior to convic
tion has been revealed in the case of
Reverde J. Clagett. thirty-four years old,
of 821 North Carolina Avenue Southeast,
who was wanted on the charge of grand
larceny.
Acting on advice of his counsel, for
mer Assistant District Attorney Charles
H. Turner, Clagett refused to permit the
police to "mug" him for the purpose of
placing his photograph In the rogues' gal
lery, claiming he was innocent, and will
be freed as soon as he Is arraigned In
court.
Police officials made no effort to force
Clagett to submit to a photograph, say
ing he bad assumed a Just attitude. Cla
gett was taken In custody on a charge
of stealing notes of the value of J173 from
Denver C. Booth, of 333 Holmead Place
Northwest.

cording to bids received at the Navy
Department on an order for four and
live-Inch guns.
The naval gun factory at the Wash
ington Navy Yard submitted the lowest
price in both Instances, offering to make
the tivc-lnch guns for $7,202 each and
the four-inch guns for $6,370 each. Next
lowest -as the War Department gun
factory at Watervllet, N. Y., which
made a price of JS.130 for the five-inch
guns and $6,709 for the four-inch guns.
The bids of the Midvale Steel Com
pany and the Bethlehem Steel Company

that the administration and manage
ment of the navy yard shops have been
brought to a high degree of efficiency.

between two cars of the Anacostla and
Potomac Railway Company at a switch
in Nichols Avenue, near Talbert Street
Southeast, shortly after S o'clock last

signals between the motormen, both cars
were run Into the switch at the same
time, partially wrecking the front vesti
bules and causing damage efitlmatel at

Car No. 23, southbound, was In charge
of Motorman Raymond Rice and Con
ductor Charles E. Rice. No. 3S7 was
northbound. In charge of Motorman Will
iam H. Bramwell and Conductor Charles
Carter.
