MENACE TO PEACE
Mrs. Elmer T. Black Say Emperor of
Germany Is Greatest Obstacle
to Harmony.
"World Peace Is In constant danger and
never will be an accomplished fact until
governments stop building battleships
and organizing armies, according to Mrs.
Elmer T. Black, who for years has been
prominently Identified with the Interna
tional peace movement and who arrived
in Washington yesterday. She said:
"It Is believed by many so-called prac
tical men that world peace can be pro
moted by large armies and fleets of bat
tleships. This I do not believe. I am
certain that huge armies and navies are
a constant menace to world peace. If
there were no armies and navies there
would be hardly any possibility of war.
The world at present is a vast armed
camp. All governments are building war
ships and creating armies. The great
cloud of war hangs continually over
mankind and threatens every moment to
plunge him into the bloody abyss of war
and destruction. The civilization which
has struggled to its present high state
Is momentarily threatened with annihila
tion. "Imagine the catastrophe! It makes me
shudder to imagine all Europe plunged
into a. great war. Should the three pow
ers of the triple alliance array them
selves against the triple entente. Europe
would be plunged Into a state of an
archy and barbarism for years.
"It seems to me that the Emperor of
Germany is the greatest menace to world
reaee. Although his actions have tended
strongly toward peace, there must be
some ulterior motive behind his vast
armaments. There seems to be no need
for such a vast army and navy as he is
creating.
"I cannot see why the United States
persists in building battleships. It Is far
removed from any possible European en
tanglement It only requires ships for
Police duty in Central America, In the
west Indies, and In the Philippines.
"The United States is not in the re
motest manner endangered by any Eu
ropean embrogllo. The American Demo
crats are right in not favoring any new
battleships."

The trade interests of the United States
with the Argentine Republic will con
tinue to suffer until the American mer
chant marine is re-established, in the
opinion of John W. Garrett. United States
Minister to Argentina, who called at the
state Department yesterday. Minister
uarrett is now In the United States on
leave of absence, and is spending most
of his time in his home city. Baltimore.
"During the last year," said Minister
Garrett, "I saw but three ships bearing
the American flng In the harbor of
Buenos Ayres. One of these vessels was
the yacht of Commodore Benedict, of New
York, and the other two were schooners
which had brought down lumber from
Oregon.
"Nevertheless, we are doing a splendid
business with the Argentine Republic.
They are selling us goods to the value
of about $30,000,000. and I believe our
sales to that country are about twice as
much."

Wabash Preatilrnt llnri.
Chicago, Jan. 15. Frederick A. Delano,
president of the Wabash Railroad, was
injured in an automobile collision early
to-day, when the car in which he
driving collided with an automobile
owned by James Martin. Four other per
sons were injured. President Delano was
cut by flying glass and severely bruised.
At the hospital it was said he would
probably be taken to his home to-morrow

Cincinnati, Ohio. Jan. 15. "Chappy
McLean, a famous pool player and
brother of "Larry" McLean, catcher of
the Cincinnati Reds, was Indicted to-day
for picking pockets.
