that he had not paid out over $500 In
connection with the acquisition of the let
ters and that this was for photographic
work. He declared that he had paid
nothing to the men who brought the
letters. He scouted the Idea that any
such sum as J31.CC" had been paid for
the letters. He admitted that it was al
together probable that the men who
marketed the documents jnisht have ob
tained in ail anoui j.w.
The witness was unable to Identify by
name any of the men who came to the
Hearst newspaper oftice with the letters.
He could not even recall that any of
them brought letters press or copying
books. His first connection with the ac
quisition of copies of the letters that gave
him any knowledge, he declared, was
when he was asked some time in Febru
ary. ".F"S, to write an editorial on a tele
gram that had been published on Wash
ington's birthday which purported to be
n message from John D. Archbold to Sen
ator Aldrlch. making an appointment to
meet Aldrlch and other Senators In
Washington for a conference.
Mr. Mooncy's next experience with
Standard Oil correspondence was when
John Eddy relinquished to the witness
the office of city editor of the New York
American, at which time Mr. Eddy told
him that the newspaper had copies of a
number of Standard Oil letters. At an
other time a fellow "thirty or thirty-live
years old. weighing about 150 pounds,
rather good looking"' and who, the wit
ness thought, must have been Charies
Stump, came to the office with copies of
the letters which were photographed.
The witness testified that this visitor
came three times, that on the first and
second occasions he furnished copies of
letters to be photographed, but that he
made no offers to sell the originals un
til the third visit. Mr. Mooney told the
committee that he consulted Mr. Hearst's
counsel about purchasing the letters out
right and was advised that there, would
ba nothing unlawful in acquiring them.
The witness said that he was told by
the Hearst lawyer that the letters were
criminal In character and that their
acquisition and publication would be a
'public service."
The witness explained that the letters
were not published Immediately, because
Mr Eddy told him that it had 'been
decided to publish them at some future
time.

A bill coming over from the House,
which authorizes the Secretary of the
Navy to pay cash prizes to civil em
ployes In the department who may of
fer valuable suggestions tending to
economy IK" manufacturing or otherwise,
was passed by the Senate yesterday and
now goes to the President for his signa
ture. A similar bill is on the statute books
affecting civilian employes In the ordi
nance department of the army. The ob
ject of the bill Is to reward the men
who make the suggestions and at the
same time render the Government free
from liability for suits in later years
from the employe on his heirs. The bill

Secretary of Trcannrj- Takes Action
Acninat Aliened Embcxaler.
George W. Hall, acting examiner in
the customs office at Pittsburg. Pa
was dismissed from office by Secretary
of the Treasury MacVcagh yesterday on
charges of embezzlement and dereliction
of duty. Hall was an entry clerk In
the surveyor's office, at a salary of
J1.400 per annum, when he was recently
assigned to perform additional duties as
acting examiner, preliminary to obtain
ing the regular appointment as examiner.
It is charged that while acting in the
dual capacity he altered invoices In one
oftice which had been made by himself
in the other. Indicating that certain
goods had been classified for free entry,
whereas duty had been paid to him.
In this manner he is alleged to have
embezzled at least several hundred dol
lars. Upon his having confessed to
taking $233.40 from the duty paid on
one importation, he has been Indicted by
the Federal grand Jury and the Treasury
Department held this sufficient reason
for his dismissal.

of Washington. D. C, will celebrate the
anniversary of the birth of Robert
Hums, at Rauscher's to-morrow evening
at 7 o'clock. The celebration, which
will be In the form of a banquet, will
Include addresses by members of Con
gress and other prominent persons,
toasts to the United States. Scotland,
tho President and King George, and
musical numbers. The last named will
consist of Scotch songs and perform
ances on the hag-pipe.
Every effort will be made to give the
evening an atmosphere of old Scotland.
Scotch haggis and other native dishes
will be served, and heather imported
directly from the heaths of Rums' native
land, will be used In decorating the
hall. Musical numbers will be given In
costume.
