' The Official Paper ofCoagre. , I PUBLISH now mv annual Prospectus of the Tra Pailt Globs, and The Conokkssional Globs and Aprsxntx,' to rtmind subscribers, and inform those who mar desire to subscribe, that Congress will meet on the tfrnt Monday of next December, when I shall recommence publishing ihe t bore named papers. They hare been published an long , that most public men know their character, and therefore I deem it needless to give a minute account of the kind of matter they will contain. Tn Daily Globs will contain a report of the Debates ; in both branches of Congress, as teken down by reporters equal, at least, to anv corps of short hand writers in this or in any other country. A majority of t hi m will, encli.be able to report, verbatim, ten thousand words an hour, while the average number of woHs spoken by fluent speakers ' rarely exceeds seven thousand fire hnndred words un hour. 'When the debates of a day do not make more than forty columns, they shall appear in tho Daily Globe the- next morning, which (till contain, also, the news of the day, to gether with such editorial articles as may be suggested by passing events. It is also my intention, from time to time, as occasion may require, to publish my reminiscences of the pnl lie men ' with whom I have been associated during the last twenty eight years. Anecdotes of Genera! Jackson, and the lead ers of the party which he conducted, and the leading men . of other parties, will, I believe, be interesting now when , partisan" bittcruess has abated. In becoming the reporter of the debates of Congress I deemed it proper to say that the Globe would never be a partisan paper. This pledge will not be forfeited bv intro- uucingasa contribution to history the political traits of character which distinguished the public men of my time. Although I am, and intend to remain, t thorough Demo crat, I will never obtrude my principles in a way to make them obaoxious to any party. But, in regard to jiersons and events which go to make up history, I hope to make the Globe an honest memoir; aud with that view I am re solved to speak independently of all parties. Ths Congressional Globs and Appendix will ontiiin a report of all the debates in Congas, revised by the speakers, Ihe Messages of the President of the United ' States, the Annual Reports of the Heads of the Executive Departments, the Liws passed during the session, and co pious indexes to nil. They will be printed on a donb'e royal sheet, in book form, mval quarto size, each number containing sixteen pages. The whole will make, it is be lieved, between S,0" and P"ges. 'he sessions for many "ears have ranged between those numbers, and the next -session will be what is termed a " long one." This I believe is the cheapest work ever sold in any country, ' whether a reprint or printed from manuscript copy, taking for data the average number of words of the long sessions since the year 1848. The averags number of pugeis is 8,87, and the average number of words on a page is 2,397, conse quently the average number of words of a long session is 9,290,772. As I have sold to subscribers that number of words for six dollars, it follows that they hive paid Ujs than sise and one-half cent for every 100,000 word I hace fur nished them, while 1 have paid my reporters 29 for every 2,397 words, of this work in manuscript. Has any other bookseller, any where, ever sold a book in the first instance, while it was new, at so low a rate T I believe not ; and so strong is my belief, that I hereby agree to give to any per son who shall prove the contrary a complete set of the de bates running bnck to the year 1838, making forty-three quarto volumes, which sell for $5 a -volume. . Au act of Congress authorizes these papers to go by mail free of post age. The next session will he, without doubt; an unusu ally interesting one, as it will be the first under a new Ad ministration, and several complex questions must be dis cussed in it ; for example, the currency, Kansas, revenue, . and other questions. The Globe will be, as heretofore, the only source from which full debates can be obtained. The whole or any part of a subscription may be remitted in postage stamps, which is preferable to any currency, except gold or silver. A paper will not be sent unless the money accompanies the order for it. I cannot afford to exchange with all the newspapers that desire the Globe ; but I will send the Daily Globe during the session to all who shall publish this prospectus three times before the first Monday of next December. THE NORTH-CAROLINA PLANTER. BD1TKD BT GENTLEMEN OF PRACTICAL AND SCIENTIFIC KNOWL EDGE IX FAB3HKG. At the solicitation of many friends of Agriculture, the Undersigned has been induced to issue this Prospectus, for - publishing in Raleigh, an Agricntnral Journal, with the above title. I am not disposed to engage in it, until I have assurances that I will be well sustained in publishing a first class Agricultural paper; equal to any other pub lished in the country. And I am determined to publish no other. Should a sufficient number of subscribers be obtained, my purpose is to procure the very best and most competent writers to contribute to its columns, and to pro cure one or more Editors fully competent in conduct it. Cuts of Implements, Engravings of Animals, Ac, shall . embellish its pages every number, and each number shall hare a handsome cover, and the work be gotten up in the best style of the Printer's art. The well known punctu ality of the Undersigned, as a Publisher, will, it is hoped, be sufficient guaranty of bis fulfilling bis promises, if be engages in the publication. It remains to be seen whether the enterprise will meet with the approbation and co-operation of the Farmers of North-Carolina. As soon as two thousand subscribers are obtaiued, the work will be entered upon. THE PLANTER will be issued monthly, at fl a year 82 large pages in each No., and a handsome cover.
