HEADQ'RS, CAMP OF INSTRUCTION, is'er Raleigh, Jnue 26th, 1862. f Special Order, I ALLPfcRSONS SUBJECT TO THE PROVISIONS of the act of Congress entitled " an act further to pro videor the Public Defence," approved the 16th of April, 1SH2, and known as the Conscription Act, are hereby or dered to appear at their regular Regimental muster grounds in their respective couuties, on the 8th day ol July, proximo. II. The Conscripts after enrolment are hereby ordered to appear at the Courthouse of their respective counties, on the 15th July, proximo, prepared to proceed forthwith to this Camp of instruction. III. The enrolling officer will have instructions to grant exemptions as prescribed by law, hereto appended. IV. Officers commanding regiments and eompanieaef the Militia of this Slate, wil! immediately1 notify their respec tive commands, and warn all persons liable to Conscription to complv promptly with the above order, Nos. 1 and 2. V. All" persons subject to enTollnieut, who may wish to Volunteer, must join companies in the Confederate service on the loth April last, according to law ; and consequently are prohibited from recruiting or organizing new compa nies or regiments. The following Act and Regulations in reference there to, are published for the information of all concerned: An act totxtmpt crttiin per nous from enrollment for eer vice in tlie Artniel of the Confederute Statu: Section 1. TH Vungre of the dnfederate Slatt of Amtrica do ena-t, That all persons who shall be held to be uont fjr military service under rules to be prescribed by the Sectetary of War; all in the service, or employ or th Confederate Stales; all judicial and executive officers of Confederate or State governments; the members of both houses of the Congress, and of the Legislatures of the sev eral States, and their respective officers ; all clerks of the officers of the SUte and Confederate governments, allowed by law; all engaged in carrying the mails; all ferrymen on post loutes; all pilots and persons engaged in the ma rine service aud in actual service on river and railroad routes of transportation; telegraph operators, and minis ters of religion in the regu'ar discharge of ministerial du ties; all eugaged in working in iron mines and furnaces; all journeymen printers actually employed in printing newspapers; all presidents and prolessors of colleges and academies, and all teachers having as many as twenty scholars; superintendents of the public hospitals, lunatic asylums, and the regular nurses and atlendents therein, and the teachers employed in the institutions for the deaf and dumb and blind; in each apothecary store now estab lished and doing business, oue apothecary in good stand ing, who is a practical druggist ; superintendents and ope ratives in wool aud cotton factories, who may be exempted by the Secretary of War, shall be and ai-e hereby exempted from military service in the armies of the Confederate States. Approved April 21, 1S'!2. II. By the above act of Congress, the following classes of persons are exempt from enrollment for military service: Justices ol the peace; sheiitfsaud deputy sheriffs ; clerks and deputy clerks, allowed by law ; masters and commis sioners in chancery ; district and State attorneys ; attorneys general ; postmasters and deputy postmasters and clerks, allowed by law; commissioners of revenue, and foreigners, who have not acquired tbmicU in the Coulederate States. III. The following are not exempt : -Militia officers not in actual service ; persons exempt by SUte iaws, but not by the above act ; foreigners, who have acquired domicil in the Confederate States. IV. No persons other than those expressly named or properlv implied in the abjveact, can be exempted, except by furnishing a substitute, exempt from military service, iu conformity with Kegiilationsalreadv published General Orders No. 29;) aud such exemption is valid only so long as the suid substitute is legally exempt. V. Persons who have furnished substitutes will receive their certificates of exemption from the captains of com panies, or the commaudants of camps, bv whom the sub stitutes have been accepted. The Railroad from Oauville to Greens borough is about to begin construction on a large scale, and requires a numerous force of laboreis, as well as over seers of experience who can come well recommended. ' They must be supplied with clothing by their owners, and when delivered to the Company must be provided with one week's rations of food, for which rations due allowance will be maoe in tne nrst monthly settlement.
