Mr. Herrkk opposed the Senate resolution
lroking to the abolition of slavery ?'broughout
the couniry. Its adoption could have no other

Mr. Kellopg maintained that when the re
bellion is crushed, reconstruction follows as a
consequence. It then becomes Congress to do
its duty. Slavery being dead, presupposes that
fteedom Triumphs. Slavery, the cause of the
rebellion, ihould be buried b?yond ressurrec
tion. *

The sewer will be circular in shape, its inside
diameter nine <9) feet, the wall of the sewer to be
nine inches thick, and iakeyingthp crown of the
arch no headers shall be used, but tin inner and
outer courses of stretchers shall be carried over
separately, and each shall bo keyed with slate
after the arch is turned. In the execution of the
work above specified only whole, hard, thorough
burnt bricks of the best quality Rhall be used,
carefully excluding all bats and shattered arch
bncK. The bricks must be well wet immediately
before being laid, and every brick must have full
mortar joints under bottom, sides, and ends. Tho
whole must bo laid in mortar made up of best hy
draulic eemc-nt and clean sharp sand free from
loam, which must be mixed in the proportion of
two part* of sand to one of cement, and must be
made in small quantities as it may be required for
use.
Bidders will state thenrice per lineal foot for
the sewer, which shall tflclude excavation and fill
ing to the height of two feet over the crown of the
arch to the width of 11 feet.
