Minister Plenipotentiary of his Majesty the
Emperor of Russia:
TRANSLATIO*.
On the irth of February last, his Majesty the
Emperor deigned to sanction a decision of the
Council ol the Empire, of which the following
aae the provisions:
I. All merchant vessels, as well masted and
sea poing, as .'cnster?, and without masts, ar
rirmg at the port of Cronstadt, ??ustpay to the
benefit of the municipal revenues Of Cronstadt
a special tax for their cleansing and the remo
val of their filth, to w?r: on^ach voyage masted
seagoing vessels, fifty <*opeks each mast, and
vest-els not masted and coasters, ten copeks

? The arrangements relative to the cleansing
and removal of filth from vessels, as well as
for the collection of the duty for which they
are liable on this bead, are made in the general
order in force, by the municipality ol Cron
stadt, either by means ol letting ont by public
aactionorby a commission, as it shall judge
proper.
3. Ib virtue of the laws in force, the Military
Governor of Cronatadt is charged, as the im
mediate head of the city of Cronstadt, to attend
to the execution of the present regulation.

The following officers, having been reported
at the headquarters of the army for the offences
hereinafter specified, are hereby notified that
they will stand dismissed the service of
the United States, unless, within lifteen (15) days
from this date, they appear before the Military
Commission, in session in this city, of which
Brig Gen. John C. Caldw.'ll, United States
volunteers, is president, and make satisfactory
defence to the charges against them.

Citizens are requested to furnish information
as to persons who are not enrolled, or who are
trying to avoid enrollment, as it is equally for
tbe interest of each person enrolled to place
npon the "Enrollment I.iist" all persons liable
to do military duty, so that his own chance for
draft shall not be unjustly increased.

Bids will be received for the delivery of S.OnO
bushels of corn or oats and fiO tons of hay or straw,
and upwards.
Bidders must state at which of the above-named
points they propose to make deliveries, and the
rates at which tney will make deliveries thereat,
the quantity ef each article proposed to be deliv
ered, the time when said deliveries shall be com
menced, and when to be completed.
The price must be written oat in words on the

Corn to be up in good stoat sacks, of abont
two bushels each. Oats in like sacks of about three
Dusbels each. The sacks to be furnished without
extra charge to the Govenment. The hay and
straw to be securely baled.
