WobTht of attwttiok.?On Monday night
a communication from tbe commissioners of
the H?ylnni and poor bouse was transferred to
tbe Hoard of Aldermen relative to making the
asvlum and womnoune remunerative by com
pelling tbe inmates to labor.
The commissioners say that In the law made
lor tbe government of the asylum it is a fund
amental principle that employment must be
provided tor ail persons in the asylum capable
of ary spei ies of labor In order to carry out
the law it is requisite that someone of the com
missioners shall be authorized to apply funds
impropriated by the corporation for tbe asy
lum to pnr.hase raw materials, majhin^ry,
tools and implement?, and to dispose or all
artici. sroade np, wove, spun, knitted, picked,
cr otherwise prepared.
The commissioners believe this could he
dene with much advantage to the cjrpora
tion
It is 1? year-* since the law was passed, and
it is in effect a dead letter, when if properly
carried out ?5<>,UGO might have been realized by
workbouse labor Trie name of workhouse as
applied to the institution is a misnomer and the
inmates spend their time in idleness, plotting
mischief.
To carry out the recommendations of the
Commissioners it will be requisite to have one
of thtm designated to give his whole time to
the superintendence of the work, with such
additional remuneration as would be proper,
kand there is no doubt that the Corporation
"wonid be larg-ly a gainer by the arrangement.
Wot only could a large sum be gained by the
labor, but ttie prisoners themselves would be
benefitted by being kept out of idleness. More
over, it would have the effect to keep away a
host of la/zaroni w ho hate work and patronize
the almshouse only so long a3 they can be
boarded and lodged in idleness. This swarm
of vagrants have b?en a terrible burden upoa
the Corporation, and by pntting them to hard
work ?s last as tbey reach tbe almshouse they
-would beareafter give that institution a wide
berth
The communication of the Commissioners
?was referred to the asylnm committee, which
will, we trust, give the matter early attention.
War Department Rifles.?The above is
k'he title of the regiment compos'd of clerks
from the different bureaus of the War Depart
ment. The regiment is composed of good ma
teria], and will undoubtedly make a fine ap
pearance, and be of great service to the Gov
ernment in case of an emergency. The men
have been armed, uniformed and equipped in
all respects similar to a regiment in the field?
the nniform consisting of a dark blue blouse,
light blue pants (like those of the Veteran Re
serve Corps 1, and army regulation caps. The
?flkers have beer commissioned by the Secre
'tary of War, but services rendered under the
appointment are to be without pay or rations,
and the regiment has been organized under the
*mmed.ate supervision of Brigadier General
James B. Fry, Provost Marshal General U. S.
A. The men composing this regiment have
been sworn into the'service of the United Sta'es
for the term of three years, and it is under
stood that tbe Secretary of War has orderei
the erection of a suitable building tobeus^d
a.1- an armory.
Tbe following are tbe officersCapt. Sim'l

The regiment drills for one hour every after
noon, Snndays excepted, in the grounds be
tween the War Department and the President's
House.
LArcEwr Cases.?On Wednesday evening,
Henson Jackson, colored, complained at the
V nth precinct station that he had been robbed
cf a five dollar bill by W. White and George
Urent. colored, and they were arrested by of
ficer A-hton, who took them before Justice
Jieswell. It appeared that the three were in a
bouse where the accu-ed were playing cards,
and during the game Brent stated that he had
?Jost ?3. White proposed that all should be
searched, and several submitted to the opera
tion, but Jackson refused, at the same time
laying a five dollar note on the table, which
Brent pocketed. The Justice held Brent to se
curity for court and dismissed White.
On the same evening, a colored boy (Daniel
. JJncklev) was arrested by officer Barker for
?robbing the mcnev drawer of Wm. Fagan of
97.55. and he was taken before Justice Bos
well, v hocommwieu him to jail for court. The
money bad been carried to a stable and hid m
the hay, where it wa? found by Mr. Fagan.
The Mod* of Canise Slaughter?The
use of strychnine by the police in the killing of
dogs found running at large without being
muzz ed, as required by law, has been pro
hibited by ihe city authorities. The Superin
tendent of Police has therefore detailed two
men in each ward to 6hoot such animals. The
order v as issued Tuesday, and on that night
the Fourth Ward officers tested their skill in
tbe use of fowling-pieces by shooting twenty
five dogs. If the men detailed in other pre
*.4ucts are as successful as the Fourth Ward
punters, tbe cartmen emploved by the Corpo
Tation will be kept busy for a few days. From
the number of dogs yet running at large un
muzzled, it would appear that their owners
are rather anxious than otherwise to get rid of
their v orthleiis curs.
The Riot Casb.?Yesterday morning, while
tbe trial of the parties charged with participat
ing in the riot, near Branch Hospital, on
Thursday, in which Robert Stroupe, rtih Penn
sylvania cavalry, was killed, was progressing
before Justice Cull, the military authorities
? In a measure aba'ed the nuisance, by pulling
down two of the shanties near the scene of
not, one ol \*hich was occupied bv Mrs. Ann
Thompson. Subsequently officers Shelton,
Crraut, and Br> nran arrested Mrs. Thompson
and Richard O'Kieff, the former for selling
without license and to soldiers, and the last
' ?amed for selling to soldiers, and they were
froth fined $20 each by Justice Cull.
I
Im><? Shooting.?Oflicer Walling and Shel
ion have oeen detailed to destroy dogs at large
in the Sixth Ward, and are rapidly extermi
nating the canines who have not the wire muz
ale over their smellers. On Wednesday after
noon, in the prosecution of their business, tbey
abot a dog on the corner of East Capitol and
tto streets. A Capt. Cambell here abused the
officers for the act, and while so engaged, his
dog showed itself on the street, and being un.
muzzled, was also shot, and this enraged the
Captain np to tbe boiling point, and he became
?o disorderly that he was arrested and taken
before Justice Cull, who fined him *2.5(1, and
txplaired the law on the subject.
R*r r.riTTOG at tub Navy-Yard.?The
officers at the Navy-Yard are using more cau
tion in shipping men for the Navy, and con
sequently tbe number accepted is smaller than
formerly ; nevertheless, the average number
per day is about twelve accepted. There is
but one clerk employed in shipping men, and
frcm the number offering he finds it almost
impossible to attend to all. At present able
tfodied men are received as substitutes, but
boys are only taken as volunteers. During the
last tw o or three weeks over 2<>0 have been
?hipped.
