rather a quiet, humlrum affair; bat it hia de?
vcloped Into a dem onstration of unmistakable
enthusiasm, showing that the great popular
heart is yet with Grant, and that the public re
gard for him has been quickened rather than
depressed by the vindictive assaults upon him
in the Senate and elsewhere. A lively element
has, a'so. been introduced into the convention
by the unexpected sharpness of the contest for
t .e \ ice Presidency. The fight fluctuates so
from hoar to hour that no definite opinion can
l>e formed of the result until the balloting com
mences. It seems not unlikely that the close
Less of the contest between Colfax and Wilson
(Senator) will compel a rally upon a third can
didate.

It is much to be regretted that any informil

street railroad connecting the northern portions
?t Washington and Georgetown, an the citizen*

speedy completion. If Congress now deems it
proper that the privilege accorded toother line*
of running by the public squares should be de
nied this one, so be it. A modification of their
charter, slightly changing the proposed route,

captious, bat it is understood they claim that in
justice they should not be compelled to sacrifice

enough. The proposed extension of their road
is dtmanded by a large number of people in
both the District cities, and it is to be hoped
that Congress will, before adjournment, adjust
the matter equitably, so that the much-needed
work may go on. Competition is for the public
good, and the extension of street car lines In
every direction is not only a great accommo
dation for the people, but helps build ap the
sections the roads pass through, and thus makes
patronage for the competing lines.

but the progress of the labor and temperance
reiorm* shows that she is making some headway,

ment of a labor commission, which might throw

received In the American Congress, the French
government, with less pressure, ha* recognized
the necessity for such an inquiry, and appointed
a committee, consisting of forty-live of the most
able and experienced political and social econ
omists of France, to investigate the subject of
labor and make a report. The commission will
first take up the question of the regulation of
the labor of women and children. A law on this
subject prepared for the commission provides
tnat children under ten years of age shall not be
|*rmitted to work in manufactories and shops,
aud that children under fifteen shall not be
employed at all in mines. It is also proiKised to
prohibit al>solute!y the employment of femdos
in underground works. Two general inspectors
ai d fifteen division inspector* are to be ap"
pointed to look after the execution of the law.
The adulteration of spirituous liquors, it would
K<n>. is not confined to the United States, as
l as been frequently charged, and drinkers of
*' 1 Irish whisky" had better be certain what
I is they purchase under that name. According
to revelations just made by the Dublin Evening
i."? '.the crime ot' adulteration prevails to an
n":irn: ng extent in all part* of Ireland. Dr
1 ?l^es, ol Belfast. recently examined several
f?n.{ tisof *hi-ky. which he found adulterated
v uli naphtha, cavenne pepper and vitriol. One
kaiuj it, described as a fair specimen of the
drink sold in low-class public house*, was com
) x<l almost entirely of naphtha with a slight
lo uhD| of whisky. But even this was outdone
