Gov. West spoke last- night,be
fore the Cook County -Rear Es
tate board, and praised the initia
tive and referendum', ,and the suc
cess with which it had operated in
his state. He declared the Ore
gon plan gave 'his state the best
government in the union..
Former Lieut. Gov. Sherman
of Illinois answered yvitfra bitter
attack on the Oregon ' plan,
"Why," he said, "you don't really
believe what you say yourself.
You mistake a-fewred spots for
a rash. Eight wards, in Chicago
have more people than all -Oregon."
