a plan for the construction of
Sub-ways may be formulated and
referred to the .city council for
its determination.
"It is desired that your inves
tigations cover the district lying
between Twelfth street and Chi
cago' avenue, and between Lake
Michigan and Halsted street, and
that it comprehend, amongst
other things, a complete analysis
andexposition, with maps, charts
and explanatory data, of all oc
cupancy, both public and private,
of sub-pavement space.
"An examination within said
district of the existing water and
sewer systems, provision for the
maintenance of their service dur
ing the construction of sub-ways,
and determinations of the addi
tions and changes, which must be
made in these systems to provide
for the requirements of the
future, taking into consideration
the change and character of the
buildings and the density and
variation of population.
"An investigation into 'high
pressure water systems, and the
planning of a system not only to
serve the district herein referred
fx, but to be so constructed that
it may be easily extended-into a
manufacturing or mercantile dis
trict which may be developed in
the future.
"An investigation of the build
ing foundations, as they exist and
as they will probably be con
structed in the future.
"Dctta upon "privately owned
utilities which occupy theVtreets.
"Development of a scheme of
sub-ways, which may be extended
as conditions require, which shall'
not only be used for transporta
tion purposes, but also to house"
publicly fand privately - owned
utilities, to carry water, sewer,
high-pressure fire service pipes,
to provide space for the reception
of such other underground .In
stallations as may be desirable,
and to afford space at stations
for public comfort stations and
other public conveniences. .
"It is desired that an investiga
tion be made upon such kindred
subjects as may be developed in
the course, of the investigation
above outlined.

A long letter, dealing with a
big job,, covering almost every
possible line df information neces
sary for an intelligent decision on
the sub-way question.
Hanberg issued the required
instructions to City Engineer
John Ericson, who got busy; and
on January 2, ,1909, submitted to
Hanberg "a -pre'liminary report on
all matters" outlined in the Fore
man letter.
With the data collected by
Ericson the people ought to find
no trouble in deciding what is for
the best interests. Of course the
report wasn't made to the peo
ple of Chicago direct. That may;
be the reason they heard 'so little
about it.
