THE STREET RAILWAY PROBLEM IN TWO CITIES
.Toledo, O. Following closely
the temporary 'agreements to
giye the city 3 cent fares for four
hours during the day and six
tickets for a quarter the rest of
the hours, the Toledo Railways
and Light company announced
that the wages of the motormen
and conductors in the employ of
the company would be increased
1 cent an' hour. This will be ef
fective Jan. 16. The scale of wag
es will be 22 cents an hour for the
first year, 23 the second year, 24
the third, and 25 thereafter.

, Toledo, Ohio, a city not very
far from Chicago, but oh! how
different.
Chicago people are forced to
pay a nickel for poor street car
service and haven't even got the
satisfaction of knowing that this
excessive rate will enable the
motormen and conductors to get
a living wage.
It seems that the people of To
ledo are wiser than the people of
Chicago, in not permitting the
traction interests to bamboozzle
them into a partnership that says
much, but really means little.
Chicago people, and that in
cludes the. thousands of street
railway employes, are tied up
with that kind of an arrange
ment. When the street railway em
ployes, driven by necessity, mod
estly ask, through their union,
for a reasonable raise in wages to
meet the increased cost of livings
what happens?
The usual poverty plea of the
emplbyers is handed out for their
consideration and of course as is
usual in a business partnership,
all members of the firm are sup
posed to get behind the firm's re
fusal.
This means that the street
railway employes as a part of Chi
cago's citizens, can't get an in
crease without paying it to them
selves. The Toledo Railways and'
Light Co., voluntarily offer their
employes an increase on a reduc
ed fare while Chicago railway
managers Would embrace any
opportunity to reduce wages on
an increased fare.
Possibly one reason that the
people of Toledo get what they
want and the people of Chicago,
are forced to take what they don't
wipnt, is because the people of To
ledo have ceased to be suspicious
of each other and work together
while the people of Chicago 'don't.
Wouldn't Chicago people be
better taken care of it they fol
lowed suit 'to Toledo's lead and
showed' Chicago's Big' Con trat
tion crowd that they not only
know what they want, and how to
get it, but propose to stay on the
job until it's done and done right?
