Miner and operator met here t day in the most important con ference in years to discuss the re lations between labor, and capital in the bituminous coal mining in dustry. This is the first time since the great break of 1906 that operators of Illinois, Indiana, Ohio and Western Pennsylvania have con sented to a joint meeting with 'the representatives of the 300,000 la borers embraced in the United Mine Workers. Heretofore the operators have refused to meet in general conference, dealing with district organization only. Min ers see in the conference a recog nition of the plan of system fed eration used among the railroad crafts in signing agreements. Speculation is rife as to whether the operators wil" .agree tp the demands .of -the miners, which are-greater -than in.-lJJJO,
