state should pay each mother;

houses for husbands who refuse
to keep their families' and to
bring about the ideal condition of.
a home,.with a father and mother
for every child.
"Surround every child with the
love and affection of a home,"
says Judge Lindsey. "Give the
destitute mother money to care
for her children, instead of taking
them from her and maintaining
them in an institution. The state
will be better. The cost will be
less.
