sitting on the dispute between the Chicago City Railways
Co. and its:employes, today' handed down its, decision.
The -decision' was signed-only by Orrin N. Carter,
chief, justice of. the state supreme court," and Harvey.B.
Flensing, chiefs engineer of the Chicago City Rail

Judge KickhamtScahlan, the arbitrator selected by
the street car men, refused to sign the award, and scath
inly denounced it as 'unjust, unfair and unreasonable in
open court today. - .
