Dayton, 0.r Nov. 4. Ohio's new penitentiary -will be a prison without
walls. It will he a greatlndustrial institution in which the Buckeye Stale of
Ohio will make men. It will not be made a place to coin money out of the
tears of unfortunates.
Its establishment will be begun on a line which, if followed to its com
pletion, will' make the cpst of "this institution to the taxpayers of 'Ohio an
insignificant.amount. Its operation under plans devised by Gov. Cox andliis
prison committee will be practically without cost to the state.
