Investigation Methods Threaten to Make Mothers' Pen
sion Law a Farce Joel Hunter, Chief Probation
Officer, Also Self-Acknowledged "Czar of
Chicago," Put theShun in Pension.
The mothers' pension law was passed by the state of Illinois "to provide
for the partial support of mothers whose husbands are dead or" have become
permanently incapacitated for work by reason of physical' or mental in
firmity, when such mothers have children under fourteen years of age, and
are citizens of the United States of America and residents of the county in
which application for, relief Is made."
There is nothing in that clause that is at all complicated; it does not
even embrace the word, "worthy," yet the administration of the law
threatens to become a farce because the methods adopted in its application
are the game as those by which the statistical United Charities has made a
farce of almsgiving. .,
Joel Hunter, chief probation officer, puffed up with egotism, does not
hesitate to state that he "is the court of the last appeal in mothers' pension
