Washington, July 18. Secretary of
War Garrison tells me that he has
directed that nothing be done in Cor
respondent Boalt's case until the facts
are before him. He says he is not
aware of any censorship and Inti
mates that he does not approve of
the censorship order preventing cor
respondents sending dispatches in re
gard to the trial.
He says he has asked Gen. Fun
Bton for a full "report which shall
show not only whether the court of
inquiry by the navy department cov
ered the question whether Ensign
Wm. A. Richardson caused Mexican
prisoners to be shot, but also whether
the inquiry covered the point as to
the boast by Richardson to Boalt and
others that such shooting had taken
"I recognize," said the secretary,
"that the two questions are different.
It is quite possible that Richardson,
might have been in such' a position
