And getting ready to put over that old ship subsidy. If Uncle Sam is firoiner to Dut anv money into ships, let him buy them himself and sail them, too. If we are going to have a new mer chant marine, let the people own it. Instead of placing the blame for war on one of the kings, why not place it on ALL of them the king trust. If State's Attorney Hoyne can pre vent the food trust from using war as an excuse for robbing the people here in Chicago, he will be doing something worth while. When the war news says any king is leading his army, it doesn't mean he is out in front where bullets can get at him. You can gamble he is leading his army from a safe spot in the rear, out of range of the enemy's guns. Although the United States is at peace, legisla tive leaders today admitted levying of a "war tax" is inevitable. Prospects that the European conflict will be prolonged and that it will materially reduce, for years to come, the im ports of this country, make it neces sary to adopt emergency measures for the raising of revenue. Majority Leaer Underwood, author of the new tariff law, admits that the falling off in the imports from Europe will be such thatxCongress must be gin to think of other means of bring ing in money. Underwood said today that definite plan had been considered, but the impression in legislative circles is that a stamp tax will be imposed as in the SpanisS-American war.
