'MED Into the street cars of Chicago is POSITIVELY INDECENT. Yet it
is scientific BUSINESS. For the most scientific manner in which to
operate a street railway for profit is to carry a maximum of passengers in
a minimum of cars.
THE MORE PEOPLE THE COMPANY CAN JAM INTO ONE CAR,
THE GREATER THE EARNING POWER OP THAT CAR.
The city of Chicagp is a party to this indecent business, because it
made a fool arrangement, with the street railway companies which lets the
city participate in the profits; and the more the company packs the people
in, the more money both the company and the city make.
It is easy enough to say that the city has the right to regulate street
railway "traffic;, but IT DOESN'T DO IT whether It has the right or not;
and the chances are the city WON'T DO IT.
Not until the city owns the street railway system and operates the
cars for the benefit of the public will there be any real regulation which
means decent service.
MEN AND WOMEN ARE THROWN TOGETHER SO MUCH LIKE
CATTLE IN THE CARS THAT THE MALE SENSE. OF DECENCY BE
COMES BLUNTED. THERE IS LITTLE OR NO CHIVALRY. STRONG
MEN SIT COMFORTABLY IN THEIR SEATS WHILE AGED WOMEN
STAND. IN CROWDED CARS FEW WOMEN GET A CHANCE AT THE
STRAPS; THEY HAVE NOTHING TO SUPPORT THEM AND THEIR
BODIES ARE THROWN AGAINST THE BODIES OF MEN, AFFORDING
EVERY OPPORTUNITY FOR DEGENERATES, WHO REVEL IN SEX
CONTACT, TO INDULGE THEMSELVES. '
There is but one reason for this indecency GREED. The bonds and
stock of street railway companies are grossly watered, and operating offi
cials have to manage the properties so as to pay interest on watered bonds'
and dividends on watered stock, besides paying operating expenses. AND"
THOSE WHO OWN THE BONDS AND STOCK TRAVEL COMFORT
ABLY IN LUXURIOUS AUTOMOBILES.
THEORETICALLY, city officials are representatives of the people
the people who are packed and jammed into street cars like so many
cattle. But, in practice, they represent the owners of street railway bonds
and stock; for STREET RAILWAY COMPANIES DO ABOUT AS THEY
PLEASE; and THEY PLEASE TO DO ANYTHING THAT WILL PILE UP
THE MEN OF CHICAGO HAVE HAD ALL THE-CHANCE THERE IS
TO REGULATE STREET RAILWAY CONDITIONS. THEY HAVE
FAILED TO REPRESENT THE PEOPLE AND PROTECT THEIR RIGHTS.
THEY DONT EVEN PROTECT THE PUBLIC HEALTH. NOW THE
WOMEN HAVE A CHANCE TO TAKE A CRACK AT IT, FOR THEY.CAN
VOTE FOR MAYOR AND ALDERMEN. IF THEY ARE WISE ENOUGH
THEY WONT BLINDLY FLOCK IN PARTIES, BUT WILL GET TO
GETHER AS WOMEN AND ELECT PUBLIC OFFICIALS WHO WILL BE
PUBLIC SERVANTS AND SEE THAT PUBLIC UTILITIES ARE OPER
ATED FOR THE PUBLIC BENEFIT RATHER THAN FOR PRIVATE
THIS IS THE ONLY ANSWER TO THE INDECENT TREATMENT
OF WOMEN IN PUBLIC COlMVEYANCES.
