WARNS AGAINST USE OF FORCE
AT NACO BY THE U. S.
Washington, Dec. 14. Two Ameri
cans, one named Thomas Francis
and another whose name was not giv
en, were killed several days ago by
Mexicans between Agua Prieta and
Nacozari in the state of Sonora, the
consular agent at Cananea reported
to the state department this after
noon. Washington, Dec. 14. The use of
force by the United States at Naco
would be considered an "act of hos
tility," Generel Carranza informed
Secretary Bryan in a note, today.
The situation at Naco is increas
ingly serious. Despite the withdrawal
of the convention forces, it is stated
that the bullets continue to land
north of the boundary. Each faction
blames the other.
Gen. Tasker H. Bliss, commanding
at Naco, Ariz., today was ordered to
make an additional report on the
exact conditions and especially on the
location and armament of the bel
Gen. Fuentes, whose son is the
husband of Huerta's daughter, and
four minor officers were executed by
a firing squad in the Spanish ceme
tery' at Mexico City on December 9.
Special Agent Silliman wired the
state department today.

GOETHAkS MUST EXPLAIN HIS
REQUEST FOR DESTROYERS
Washington, Dec'14. "Until Gov.
Goethals of Panama canal zone clear
ly explains and strongly sustains his
request that four topedo destroyers
be sent to Panama, Sec'y of War Gar
rison stated today the navy depart
ment will not be asked to order the
vessels south. A reply from Goethals
was expected today. His request has
not even been transmitted to the navy
Establishment of a naval patrol to
enforce shipping and neutrality laws
of the canal zone have been in con
templation for some time, officials de
clared today. The comparative iso
lation of the isthmus, as far as United
States war vessels and authority are
concerned, and the activity of Euro
pean belligerent vessels in adjacent
waters have led officials to consider a
naval neutrality guard. It is prob
able that eventually the action rec
ommended by Goethals will be taken
and a squadron of fast destroyers or
gunboats will be assigned to isthmian
